The Public Service Commission (PSC) is the main constitutional body involved in selecting meritorious candidates required by the Government of Nepal for Civil Service vacancies and is considered as one of the most credible modes of recruitment. The Commission follow the method of selection based on the Public Service Commission Act, 2079 BS and includes taking an open competitive written examination, followed by an open competitive practical examination and an interview. The PSC also has an important role in the promotion management of the employees. Established in 1951 A.D., the Commission has gained its reputation as a credible, fair, and transparent organization in the public administration of the country. Due to this, the Commission’s involvement in the selection and promotion of the public employees has expanded significantly over the years as evidenced by the fact that the Commission is involved in the selection of employees of almost all public sector organizations. The Commission functions as per the principles adopted in relation to the selection of candidates for a particular position (principle of impartiality, fairness, equal opportunity, inclusiveness, double blind, identity masking, non-involvement, and confidentiality).
To conduct an orientation training to the senior level civil servants on
a) the role and functioning of Public Service Commission (PSC) in a federal context;
b) human resource management specially recruitment and assessment and
c) international best practices on recruitment and assessment techniques.
