Local Government Initiative on Climate Change (LoGIC) is a multi-donor collaborative initiative of GoB, UNDP, UNCDF, the European Union (EU), Sweden and Denmark. It aims to enhance the capacity of vulnerable communities, Local Government Institutions and civil society organizations for planning and financing climate change adaptation solutions in selected climate-vulnerable areas. This project was initially designed for 4 years and based on an independent assessment and success of initial results; the project was extended up to June 30, 2023, for 2 years. To sustain the results and scale up the LoGIC model nationally to innovate and institutionalize the climate financing model across Bangladesh the development partners signed an agreement to extend the project for two years from June 2023 to June 2025, also extended the project working area in two districts of the Chattogram Hill Tracts (CHT), Rangamati and Bandarban. The local Government Division is the implementing lead of the project in partnership with UNDP-UNCDF and UNCDF.
LoGIC will support the most vulnerable 500,000 households based in hard-to-reach areas in 94 unions of 29 Upazila in 9 districts of Bangladesh. By achieving the objectives and results, the project will contribute to the reduction of poverty and climate vulnerability in Bangladesh. During the two-year bridging/extension phase a project proposal to be designed to submit to Green Climate Fund (GCF) in close collaboration with National Designated Authority (NDA) to harness the international funding for scaling up the model nationwide and to all climate stress areas.
- The main objective of the LoGIC project is to improve and inclusive local-level planning and a strengthened financing mechanism for community-based climate change adaptation solutions through local governments.
- The project will address the climate change impact in Bangladesh and intends to enhance the capacity of vulnerable communities, LGI and CSOs for planning and financing climate change adaptation solutions in the selected climate-vulnerable districts in coastal areas, wetlands and flood-prone areas.
Duties and Responsibilities
Knowledge Management Communication Associate will work under the supervision of the Project Coordinator, and overall guidance of the National Project Director. S/he will also closely work with UNDP-UNCDF operations unit, Programme cluster, local government, non-government and civil society organizations. S/he would be responsible for the following key functions:
- Review available local climate change information and vulnerability and adaptation assessments and highlight gaps in terms of information, systems or guidance;
- Capture available local climate change vulnerability and adaptation information and generate knowledge products based on accomplished studies, assessments, surveys, policy dialogues and other tools;
- Support teams in formulating concrete and results-oriented knowledge management plans;
- Work proactively with the project team to identify opportunities for capturing and sharing knowledge, and disseminating information about major progress and results;
- Apply his/her knowledge as well as practical experience in knowledge management concepts and tools, including different media and platforms;
- Develop TOR for hiring individual/firm and facilitate hiring local and international consultants to carry out planned knowledge management and communication activities;
- Take necessary actions to disseminate the project results and achievements;
- Establish functional link with M&E and MIS Officer in knowledge generation and dissemination.
- Design of different IEC activities and materials for implementation;
- Facilitate the development and field testing of appropriate messages for climate change awareness-raising and adaptation strategies, communication activities and materials;
- Capture good practices for producing knowledge products and communications materials;
- The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.
Institutional Arrangement

Required Skills and Experience
Min. Education requirements
- Secondary Education or completion of High School Diploma is required.
- University degree (Bachelor’s Degree) in mass communication & journalism, Development Studies, Business Administration or any other related subject will be given due consideration, but is not a requirement.
Min. years of relevant work experience
- Minimum 6 years (with Secondary Education) or 3 years (with Bachelor’s degree) of relevant experience in the field of communication and knowledge management in the development field or corporate or media sector in Bangladesh.
Required skills
- At least one year of experience in UN organization as a communication and knowledge management officer is an asset.
- At least one year of working experience in communication and knowledge management of climate change, environment or disaster risk management is an asset.
- Desired skills in addition to the competencies covered in the Competencies section
- Professional experience in developing and implementing communications plans focusing on climate change, media engagement, community capacity building, advocacy, gender and other cross-cutting issues.
- Demonstrated experience in creating content that effectively conveys ideas and experiences for various media formats, including web, print, and audio-visual productions.
Required Language(s)
- Fluency in English and Bangla is required.
