The International Energy Agency (IEA) is an intergovernmental organisation committed to advancing security of energy supply, economic growth and environmental sustainability through energy policy co-operation. The IEA operates as an autonomous body within the framework of the Organisation for Economic Co-operation and Development. Both the IEA and the OECD seek opportunities to work with an increasing number of non-members of growing importance to the world economy.
As part of its modernisation agenda, the IEA is strengthening its role as a global clean energy hub and aims to be the world’s leading source of analytic work and policy advice on energy efficiency aimed at a global audience. Our team of policy analysts contribute to a growing programme of work covering all aspects of energy efficiency from projecting the potential for energy efficiency across all sectors of economies, to evaluating the multiple benefits and impacts of policy measures, to financing energy efficiency. The analytical portfolio leads to extensive policy advice as well as capacity building activities aimed primarily at emerging economies in support of their social, economic and climate change objectives.
The IEA is seeking one or more experienced Energy Efficiency Policy Analysts with expertise in a sector such as Industry, Buildings or Transport or with cross sectoral expertise on digitalisation, impact assessment or the social benefits of energy efficiency to implement and grow a portfolio of energy efficiency projects working globally with a wide range of partner organisations. Candidates with specific expertise and experience in any of these areas are encouraged to apply. Experience relating to energy efficiency issues in large emerging economies and regions such as Africa, China, Brazil, India, Indonesia and South-east Asia would also be an advantage.
Job Description
Analysis and Policy Advice
- Undertaking quantitative and qualitative analysis of energy efficiency trends and policies at the global, regional and country level.
- Analysing and evaluating sectoral energy efficiency policy progress, opportunities and market developments globally.
- Developing analysis, case studies and best practice policy resources to assist policy makers.
- Working with policy makers to collaboratively develop analysis, strategies and policies to support energy efficiency goals.
- Seeking opportunities to attract funding from likeminded partners.
- Supporting the broader energy efficiency activities of Energy Efficiency Division, and the IEA more generally, through high quality analytical, written and verbal contributions.
Liaison and Outreach
- Developing long term and trust-based relationships in countries of operation, including all IEA members, accession, association and partner countries. Broadening the Energy Efficiency Division’s networks and relationships globally.
- Identifying opportunities for sharing relevant knowledge between countries and contributing to building communities of practice for energy efficiency at country, regional and sectoral levels.
- Organising focussed international workshops and seminars on a wide range of energy efficiency issues.
- Collaborating across the Agency, with national delegations and with other organisations on cross-cutting projects, publications, policy reviews and events.
- Representing the Agency at international conferences, meetings and workshops, including making presentations on buildings energy efficiency issues.
Qualifications
Ideal Candidate Profile
Academic Background
- Preferably an advanced university degree in a relevant discipline, such as economics, finance, energy, environmental policy or engineering.
Professional Background
- At least five to seven years’ experience analysing, planning and implementing national and/or international buildings or transport energy-related policies and/or projects.
- Demonstrated capability in energy efficiency policy design in the relevant sector(s), economic analysis, implementation, evaluation and reporting.
- Excellent understanding of the energy sector; a sound knowledge of sustainable energy preferably with in-depth understanding of energy efficiency policy.
- Understanding of power systems, particularly distribution systems, and electricity markets would be an advantage.
- Experience in the use of programmes and tools to support quantitative analysis would be an advantage.
- Experience of working with, or in-depth knowledge of, one or more of the following countries: Brazil, China, India, Indonesia, Mexico and South Africa; would be an advantage.
- Experience working with international and bilateral organisations would also be an advantage.
Core Competencies

- There are three possible levels for each competency. The level for each competency is determined according to the specific needs of each job role and its associated grade.

Languages
- An excellent written and oral command of English. Ability to draft and proofread in English.
- Knowledge of other languages (Spanish, Portuguese, Chinese or Bahasa Indonesian) would be an asset.

Contract Duration
Two-year fixed term appointment, with the possibility of renewal.
- 1 monthly salary starts at 7 738.74 EUR, plus allowances based on eligibility, exempt of French income tax.
