Your role:

As Regional Cooperation Specialist, you will:

  • work collaboratively with the Sectors Group (SG), Climate Change and Sustainable Development Department (CCSD) and One-ADB to lead ADB’s expanded engagement and partnership with key Pacific regional institutions to progress country and regional work plan objectives including the Pacific Islands Forum, South PacificCommunity, South Pacific Regional Environment Program, and other Council of Regional Organization of the Pacific (CROP) agencies;
  • lead ADB’s expanded engagement on key regional forums and coordinates participation of senior ADB management in regional meetings including the Forum Economic Ministers Meeting and Forum Leaders Meeting;
  • support the design and leads the implementation of major regional technical assistance initiatives including monitoring, reporting on and overseeing management of the Pacific Region Infrastructure Facility (PRIF);
  • assist in ADB’s coordination of key regional initiatives including climate finance, gender equality and disaster resilience;
  • lead and supports high quality analysis, sector diagnostic work, and thematic assessments on regional cooperation and integration issues;
  • support the integration of regional cooperation and integration activities into ADB operations including those that promote integration and trade reforms; and
  • lead in the identification, development, processing, implementation, and administration of initiatives for regional cooperation and integration in the Pacific.

You will:

  • Lead and support the design and processing of loan and TA projects that are innovative and aligned with ADB’s operational priorities, in coordination with Sectors Group (SG) and CCSD
  • Coordinate ADB engagement with key Pacific regional organizations, such as the Pacific Islands Forum Secretariat and ensure strong relationships with regional bodies.
  • Analyze and identify the scope for policy reforms to promote and facilitate trade in the Pacific region.
  • Lead the processing of policy-based loans to promote greater integration and trade such as through trade facilitation reforms in Pacific DMCs.
  • Support the PRIF to prepare and implement a high-quality work program and support the various initiatives of the PRIF program in coordination with PRIF management team.
  • Lead and support the preparation of high-quality knowledge products and organization of events related to regional cooperation and integration priorities that are aligned with the PRIF initiatives.
  • Contribute to development partners coordination to improve the quality and coverage of infrastructure and service delivery in the Pacific region.
  • Provide technical advice on infrastructure development and sustainable development management
  • Support Pacific country operations by producing high-quality research that will inform country programming and identification of new opportunities.
  • Support SG and CCSD and substantially contribute to the design, processing, and administration of both delegated and non-delegated loan and TA projects, ensuring that ADB’s strategic and cross-cutting concerns are appropriately addressed under the One ADB approach and new operating model.
  • Supervise the work of reporting staff members as well as their performance and development as the mentor and lead for regional cooperation and integration activities.

Qualifications

You will need:

  • Master’s degree in economics, political science, public policy, public administration or equivalent; or a University degree and at least 5 years experience relevant to the position can be considered;
  • At least 8 years of relevant professional experience in development planning and policy formulation, implementation, and coordination, and international experience working in several countries.
  • Substantial experience in processing policy-based loans and technical assistance (TA) projects and preparing and implementing country programs;
  • Substantial experience in producing high-quality policy research to support country programs and promote broader regional economic development;
  • Proven track record of successfully leading multi-disciplinary teams;
  • Extensive experience in working with high-level government officials and leading the organization of meetings and conference;
  • Excellent written and verbal communication skills in English;
