To provide support at the national level in the area of grant management and programme support for the WHO Country Office (WCO), participating in enhancing efficiency and effectiveness in the operations of grant management related activities, programme delivery through effective assistance of financial and project specific resources, support to work plan and budget implementation, related monitoring and reporting initiatives.

DESCRIPTION OF DUTIES

Within the framework of the delegated authority, the incumbent is assigned all or part of the following responsibilities: 

  • Prepare draft and finalize proposals as well as technical reports to donors based on inputs received from technical teams and guidance from the Coordinated Resource Mobilization (CRM) team. 
  • Monitor funding proposals, grants implementation rates and reporting deadlines in accordance with donors’ specific reporting schedules and requirements. 
  • Work with technical units at all levels of the organization to facilitate and consolidate the results of operational planning, to define the resource requirements for the emergency activities as well as the staff and non-staff costs. 
  • Disseminate information to all stakeholders on standard policies and procedures for resource and grant management, compile information on best practices and lessons learned. 
  • Monitor interventions and programmes funded by grants to ensure compliance with established WHO rules and procedures and donor requirements Identify gaps in the process and recommend corrective actions. 
  • Update and maintain the related grant and finance tracking systems to monitor deadlines for submission of proposals and reports to donors. 
  • Develop and maintain efficient mechanisms and channels for internal and external partnerships with regional and country offices, other UN agencies and Member States throughout the full cycle of the outbreaks and health emergencies management. 
  • Perform other related duties including replacing and backstopping as required. 

REQUIRED QUALIFICATIONS

Education

  • Essential: University degree in Business Administration, Management, Public Administration, or related fields.
  • Desirable: Specialized training in project management

Experience

  • Essential: At least five years experience in the area of grant management and/or the administration of programme and budget activities.  Demonstrated experience working with costings and other financial tracking sheets
  • Desirable: Familiarity with the implementation of World Bank projects in health and nutrition.Work experience with WHO or other United Nations agencies working in health.

Use of Language Skills

  • Excellent knowledge of English and Arabic. Working knowledge of another WHO Official language is an asset.
