The Council of Europe Development Bank (CEB), established in 1956, is a multilateral development bank with a unique social mandate from its 43 member states. The CEB finances investment in social sectors, including education, health and affordable housing, with a focus on the needs of vulnerable people. Borrowers include governments, local and regional authorities, public and private banks, non-profit organisations and others. As a multilateral bank with a triple-A credit rating, the CEB funds itself on the international capital markets. It approves projects according to strict social, environmental and governance criteria, and provides technical assistance. In addition, the CEB receives funds from donors to complement its activities.
The Directorate for Risk & Control (R&C), promotes a strong risk and control culture across the CEB ensuring the Bank’s financial stability by identifying, evaluating, monitoring and reporting all risks across the Bank. R&C prepares and manages the Bank’s budget and establishes the financials. The Directorate supports transparency and effective control by regularly addressing different financial reports to the CEB’s governing bodies, external auditors and the Auditing Board.
The Financial Risk Division (R&C-FR) implements the CEB’s Financial and Risk Policy by applying best banking practices and promoting a high-quality risk culture to safeguard the CEB’s stable and sound financial standing and enable the Bank to pursue and achieve its social mandate.
The Financial Risk Division is looking for an experienced Market Risk Officer to provide expert advice and services on market risks and capital management. He/she will be involved in the team’s missions relating to the valuation of financial instruments, the calculation of interest rate and liquidity risks, and the assessment of capital adequacy. He/she will report to the Head of the Market Risk and Capital Management Unit and work in close collaboration with colleagues in the R&C Directorate.
Academic qualifications:
· Masters degree (or equivalent) in finance or a related field, with advanced training in financial mathematics and economics.
Professional experience:
· A minimum of 2, and ideally 5 years of professional experience as a risk officer, preferably acquired in a financial institution, consulting firm, or multilateral development bank
· Good knowledge of financial instruments valuation and IFRS accounting norms
· Good knowledge of market, liquidity, and capital risk assessment
· Good knowledge of Bloomberg, Eikon Refinitiv, MS office.
Language skills:
· Excellent command of one of the two CEB official languages (English and French), both oral and written and knowledge of the other, with a commitment to reach a good working level.
· Knowledge of one or more other Member State language(s) is an asset.
