This position is in the Enterprise Programme Management Section (EPMS) of the Office of Information and Communications Technology (OICT). The incumbent will report to the Section Chief. Responsibilities
Within delegated authority, the Senior Telecommunications Tech (Data Science Assistant-HR) will be responsible for the following duties: Responsible for providing consistent, accurate and comprehensive data assistance in order to accomplish current work programme needs which includes goals and activities related to work force planning and human resources needs. - Responds to requests for exploration, identification, and acquisition of data sources to determine their suitability for use in decision making and advancing the goals of the organization. Leads other team members to prepare input to address requests.
- Maintains a working relationship with key internal and external clients to leverage the use of data science methods to support programmatic areas through solutions built by the team and by establishing communication channels through meetings, email and other means.
- Provides input to the design and development of data science products to reveal insights and provides an understanding or knowledge of the data that would otherwise not be detected without the application of analytical methods such as predictive analytics, data and text mining, statistics, and use of relevant algorithms and computational approaches.
- Prepares customized visualization and presentation products to reveal the findings of analysis for senior managers and clients.
- Guides, trains, and supervises other support staff in the function. Human Resources management and workforce planning
- Coordinates various actions related to the administration of the Office’s human resource activities, e.g., recruitment, placement, promotion, performance appraisal, job classification reviews, separation of staff members, training, ensuring consistency in the application of UN rules and procedures.
- Liaises with Central administration/Executive services as required.
- Assists with forecasting and identifying vacancies, reviews and prepares job openings in consultation with hiring managers, ensuring that the evaluation criteria and responsibilities are in line with the approved or classified documents
- Assists in conducting preliminary reviews, screening of candidates, prepares and submits recruitment cases to Central Review Bodies.
- Participates in the selection process as required, including conducting roster searches for applicants, and identifying short-lists of candidates, evaluating and screening applications, generating personal history profiles of candidates, facilitating the interview process and acting as ex-officio
- Oversees the maintenance of vacancy announcement files and keeps track of status of vacancy announcements.
- Monitors ERP or internal staffing tables for a variety of human resource activities, e.g., appointments, retirement, expiration of appointments, reassignments, transfer and movement of staff.
- Assists in preparing policy papers, position papers and briefing notes on issues related to human resources management
- Provides advice and answers general queries from Program Managers on classification procedures and processes.
- Contributes to the collection and analysis of data as well as identification of trends or patterns and provides draft insights through graphs, charts, tables and reports using data visualization methods for data-driven planning, decision-making, presentation and reporting, documents requirements and background information used for data analysis.
Education
- High school diploma or equivalent is required.
Work Experience
- A minimum of ten years of experience in data science, data analytics, applied mathematics, information management, or related area is required. The minimum years of relevant experience is reduced to eight (8) years for candidates who possess a first-level university degree or higher.
- Experience in providing independent evaluations and data analysis is required.
- Experience in preparing reports using internal and external data sources is required.
- Experience in visualization, statistical methods, Data Science tools, Statistical Programming Languages and Tools for large datasets is desirable.
- Experience in human resources management matters and the application of human resources rules and regulations in the United Nations or a similar international organization is desirable.
Languages
- English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required. Knowledge of another official United Nations language is desirable.
