The position is located in the Programme Office in the Democratic Socialist Republic of Sri Lanka (POLKA) within the Indian Ocean East team of the Global Maritime Crime Programme (GMCP), based in Colombo, Sri Lanka, UNODC Regional Office for South Asia (ROSA), Division for Operations (DO), United Nations Office on Drugs and Crime (UNODC). The Global Maritime Crime Programme (GMCP) operates under the Border Management Branch (BMB), Division for Operations (DO). The incumbent will work under the direct supervision of the Programme Coordinator, GMCP Indian Ocean East based in Colombo, Sri Lanka, under the overall supervision of the UNODC Representative for South Asia (ROSA) and the Senior Programme Officer heading the UNODC Global Maritime Crime Programme (GMCP).
Responsibilities
Within assigned authority, the incumbent will be responsible for the following specific duties:
- Provide support in ensuring financial monitoring of the programme activities according to approved project document/revisions, and valid Donor Contribution Agreements in line with United Nations policies and financial rules and regulations, and costed work plans.
- Monitor expenditures of the IO-E Programme against approved annual workplan and forecast and keep track of project expenditure per activity and donor/pledge ID, status of implementation and ensure compliance with United Nations financial rules and regulations; initiate project and/or budget revisions as required.
- Contribute to providing guidance, training and daily supervision of General Service staff in the areas of programme administration including the management of C/IC, procurement and finance procedures and systems.
- Identify bottlenecks and take/propose corrective action to strengthen financial monitoring of the programme activities in consultation with Programme Coordinator.
- Coordinate with ROSA and the GMCP management support in the Border Management Branch (BMB) in Vienna on issues related to financial control and monitoring.
- Assist in the preparation and submission of financial reports for approval, in line with donor requirements and in cooperation with the Financial Resources Management Service (FRMS) in Vienna.
- Liaise with IOE’s project implementing partners to ensure regular financial monitoring and to obtain timely progress and financial reports.
- Support the Programme Coordinator in preparing, reviewing, and finalising the programme/project budgets, costed workplans, staffing tables, and budget proposals.
- Support the Programme Coordinator in preparing, reviewing and finalising the staff contract extensions and new recruitment.
- Prepare budget performance submissions and assist finalization of budget performance reports, analysing variances between approved budgets and actual expenditures.
- Contribute to the collection and analysis of data and identification of trends or patterns and provide draft insights through graphs, charts, tables and reports using data visualization methods for data-driven planning, decision-making, presentation and reporting.
- Document requirements and background information used for data analysis.
- Perform other work-related duties as required/assigned by the Programme Coordinator.
Education
- Advanced university degree (Master’s degree or equivalent) in business or public administration, finance, accounting or a related area, is required. A first-level university degree in similar fields in combination with additional two years of qualifying experience may be accepted in lieu of the advanced university degree.
Work Experience
- A minimum of two years of progressively responsible professional experience in national and/or international finance, budget and administration or related area, is required Work experience with an Enterprise Resource Planning (ERP) system is required.
- Work experience with SAP/UMOJA or the UN talent management system Inspira, is desirable Work experience in the grant management of the large volume of programme/project budgets, staffing tables, and financial reporting is desirable. Work experience in liaising with project implementing partners is desirable. Work experience in the management of consultancy/individual contractor (C/IC) process is desirable. Work experience in the management of staff contract extension and recruitment of new personnel is desirable.
- Work experience in providing guidance and training to General Service staff is desirable. Work experience within the United Nations system or similar international organization is desirable. Experience in data analytics or related area is desirable.
Languages
- English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of another United Nations official language is an advantage.
