This position is located in the Executive Office, Headquarters Client Support Service, Department of Operational Support. The Human Resources Officer reports to the Senior Human Resources Officer. HQCSS is responsible for all financial, personnel and general administrative matters concerning the Department of Operational Support, and the Office of Information Communications and Technology. In addition, HQCSS provides administrative support to the Global Compact Office (GCO), Human Security Unit (HSU), Office of Administration of Justice (OAJ), Office of the Secretary-General’s Envoy on Technology, United Nations Sustainable Development Group (UNSDG) System-Wide Evaluation Office, Office of Special Coordinator on Improving the United Nations Response to Sexual Exploitation and Abuse, Office of the Special Representative of the Secretary-General on Children and Armed Conflict (OSRSG-CAAC), Office of the Special Representative of the Secretary-General on Sexual Violence in Conflict (OSRSG-SVC), Office of the Special Representative of the Secretary-General on Violence Against Children (OSRSG-VAC), Office of the United Nations Ombudsman and Mediation Services, Office of Victims’ Rights Advocate (OVRA), United Nations Ethics Office, United Nations Office for Partnerships (UNOP), United Nations Alliance of Civilizations (UNAOC), Liaison offices of the: United Nations Office on Drugs and Crime, United Nations Convention to Combat Desertification in New York, and the United Nations Institute for Training and Research.

Responsibilities

Within delegated authority, the Human Resources Officer will be responsible for the following duties:

General

  • Provides advice and support to managers and staff on human resources related matters.
  • Prepares special reports and participates and/or leads special human resources project.
  • Keeps abreast of developments in the field of conduct and discipline to ensure compliance with UN standards.
  • Coordinates and provides responses and submissions to internal and external Auditors Recruitment and placement
  • Identifies upcoming vacancies in coordination with client offices.
  • Prepares job openings, reviews applications, and provides a short-list to those offices.
  • Arranges and conducts interviews to select candidates.
  • Reviews recommendation on the selection of candidate by client offices.
  • Prepares and present cases to the CR bodies.
  • Monitors the work of the Human Resources Assistants in carrying out all human resources administrative transactions including preparation of personnel actions, maintenance of staffing tables, and processing of contracts.

Administration of entitlements

  • Provides advice on interpretation and application of policies, regulations and rules. Reviews and provides advice on exceptions to policies, regulation and rules.
  • Administers and provides advice on salary and related benefits, travel, and social security entitlements.
  • Reviews policies and procedures and recommends changes as required. Staff development and career support
  • Provides advice on mobility and career development to staff, particularly young professionals and staff in the General Service and related categories.
  • Designs, plans, monitors and provides induction orientation programme and briefing to new staff members.
  • Provides performance management advice to staff and management. Assists supervisors and staff with understanding and using the performance appraisal system (PAS). Other duties
  • Advises and counsels staff in respect of rights, responsibilities, code of conduct and difficulties associated with work and entitlements.
  • Contributes to maintaining and monitoring data management system for all categories of personnel misconduct.
  • Prepares classification analysis of jobs in Professional and General Service and related categories.
  • Prepares various written outputs, e.g. management briefings, analytical reports, background papers etc.
  • Perform other duties as assigned by the supervisor.

Education

  • Advanced university degree (Master’s degree or equivalent degree) in human resources management, public administration, social sciences, law or related area. A first-level university degree in combination with 2 additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

  • A minimum of five years of progressively responsible experience in human resources management, social science, administration or related area is required.
  • Experience in providing advice to clients on the interpretation and application of HR policies, regulations and rules is required.
  • Experience working in a human resources module of an Enterprise Resources Planning (ERP) system, such as Umoja (SAP) or similar, is required.
  • Experience with talent management software such as Inspira or similar, is desirable.
  • Experience in reviewing conduct and discipline cases, is desirable.
  • Experience in in coordinating and preparing responses for auditors within the United Nations or a similar international organization is desirable.

Languages

  • English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of another official United Nations language is desirable.
