Background:

The OSCE Programme Office in Dushanbe (POiD) promotes the implementation of OSCE principles and commitments, as well as the co-operation of the Republic of Tajikistan within the OSCE framework in all three dimensions. It is involved шт a wide range of activities, ranging from counter-terrorism and border management projects to supporting cross-border markets and free economic zones, human rights, media development, and legal reform initiatives.

Tasks and Responsibilities:

Under the overall supervision of the National Accounting Officer, the successful candidate will be tasked with the following duties:

  1. Examining the settlement of operational advances and project advances. Examining source documents for completeness, accuracy and validity of charges; Investigating erroneous charges and taking the appropriate corrective accounting actions. Corresponding with Mission members to request missing support documents and to clarify discrepancies or anomalies;
  2. Taking appropriate follow-up actions on iterns held in suspense pending clarification or receipt of supporting documentation;
  3. Coding income and expenditures and charges the appropriate accounts;
  4. Monitoring expenditures to ensure that they remain within authorized levels and examining the validity of requests for replenishment. Preparing payment vouchers to replenish other operating advances;
  5.  Handling financial transactions related to the daily POiD activities and financial reports related to the Implementing Partners;
  6. Checking the accuracy, completeness, authenticity of financial documents. Verifying the source and determines the validity and appropriateness of the documents;
  7. Ensuring that proper account combinations were chosen while processing documents relating to contracts, agreements, purchase orders and other necessary expenditures in respect of the procurement of goods, services and facilities being transacted through Chief of Fund Administration (CFA);
  8. Verifying that attached to each payment is the appropriate supporting documentation indicating that the goods or services for which payment is being made have been received or rendered in accordance with the terms of the contract or purchase order; confirming that payment for the goods and services has not been previously made;
  9. Ensuring that the commitment/payment document has been properly certified by CFA and Programme Officer and that the documentation is appropriate;
  10. Entering new suppliers/vendors into the system; confirming that the entry of the supplier has not been previously made; ensuring that the necessary supporting documents are provided;
  11. Replacing other Finance Assistant and Treasury Assistant in his/her absence;
  12. Other duties as assigned.

Necessary Qualifications:

  • Secondary education supplemented by specialized studies in accounting, finance or related field;
  • Minimum four years of relevant experience in accounting work or bookkeeping. Knowledge of international ERP systems as Oracle, SAP or People’s Soft is preferable;
  • Professional fluency in English, Russian and Tajik languages with excellent communication (both oral and written) skills;
  • Computer literate with practical experience using Microsoft applications;
  • Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
  • Ability and willingness to work as a member of team, with people of different cultural, and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity.

 

Remuneration Package:

Monthly remuneration, subject to social security deductions, is 892.75 EUR. Social benefits will include participation in the Cigna medical insurance scheme and the OSCE Provident Fund.

Please note that for this position the OSCE does not reimburse expenses such as travel in connection with interviews, tests, visas and relocation.

 

Please be aware that the OSCE does not request payment at any stage of the application and review process.

The mandatory retirement age at the OSCE is 65 years for contracted positions at the general service, professional and director level. The Organization shall apply an age limit of 63 years at the time of appointment as the incumbent selected is normally expected to carry out the contractual obligation of two years.
