Background:

The OSCE Mission in Kosovo (the Mission) is implementing a comprehensive project on “Advancement of strategic and operational capacities and human rights compliance within security sector institutions”. This project mainly targets the Ministry of Internal Affairs (MoIA) and Kosovo law enforcement institutions, including the Kosovo Police (KP), Kosovo Police Inspectorate (PIK), Kosovo Correctional Service (KCS), Kosovo Probation Service (KPS), and Kosovo Forensic Agency (KAF). Activities of this project focus on enhancing their operational capacities and specialised skills to effectively respond to criminal behaviour. Specifically, the project foresees numerous specialised and advanced trainings, and workshops and support implementation of local strategies and associated action plans to improve operational effectiveness in tackling all forms of criminal activities, as well as develop and review sub-legal framework.

The project overall objective is to support the security sector institutions to advance their strategic and operational capacities, and human rights compliance within the police, forensics, police oversight, and correctional services. This will be covered through three specific objectives:

  1. Security sector institutions operate more effectively in areas of forensics, oversight mechanisms, re-integration and rehabilitation;
  2. Local law enforcement institutions are able to effectively identify, prevent and combat serious and organized crime;
  3. Law enforcement institutions and relevant oversight bodies improve their response to preventing, combating, and monitoring hate crimes, while institutional mechanisms efficiently address VERLT. 

At the request of the KAF, the OSCE Mission in Kosovo through an international consultant will deliver a one-week advanced training to KAF and KP Forensic Directorate staff on new psychoactive drugs, latest updates and trends of psychoactive drugs in the “market”, their composition, shapes and effects. The expert’s expertise and experience should lie in the area of narcotics. Through specialized training, the expert can equip participants from KAF and KP with advanced knowledge necessary on new psychoactive drugs phenomenon and emerging trends, the difference between new psychoactive drugs and traditional illicit drugs and relevant legislation and regulations governing the possession, distribution, and manufacturing of psychoactive substances, with a focus on recent updates. Furthermore, the engaged consultant will enhance the skills of the participants into detecting identification and analysis of the psychoactive substances based on their physical characteristics, chemical composition, and any unique markings.

 

Objective of Assignment: 

The objective of this consultancy engagement is to provide an advanced training to KAF and KP staff to proficiently identify, analyse, and stay current with the latest trends in psychoactive substances.  

 

Duration of Assignment:

The Consultant will be hired for 8 working days.

 

Tasks and Responsibilities:

  • Conducting pre-training evaluation in order to understand the prior knowledge of the to 20 participants from MoIA and KS law enforcement institutions to adjust a course flow that would be appropriate for their level.
  • Developing the training methodology, agenda and materials in consultation with the activity manager and deliver the agenda, presentation slides and case studies prior to the training.
  • Delivering a five-day advanced training for new psychoactive drugs to 20 participants from MoIA and KS law enforcement institutions.
  • Conducting post-training evaluation in order to determine whether the training was beneficial to the participants
  • Producing Final consultancy report with recommendations for further action by the OSCE Mission in Kosovo

Deliverables:

  • By 03 September 2024, submit the draft presentation, agenda, and corresponding materials to the activity manager for review and comments.
    Performance Indicator: Timely submission of the draft presentation, agenda and corresponding materials to the activity manager for review and comments.
  • By 06 September 2024, incorporate PDMS comments in training agenda and material and submit the final version to activity manager for approval
    Performance Indicator: Timely submission of the final presentation, agenda and corresponding materials to the activity manager for review and comments.
  • From 16 September to 20 September, conduct a five-day training for 20 participants
    Performance Indicator: The training for 20 participants delivered as scheduled, in the requested format and meeting the activity manager’s requirements.
  • Final evaluation conducted and results delivered at the end of the activity. 
    Performance Indicator: The final evaluation conducted and results delivered to the activity manager at the end of the training.
  • By 27 September, deliver a final -consultancy report to the PDMS Project Manager summarizing the observations during the training.
    Performance Indicator: Qualitative and timely submission of the final consultancy report to the activity manager.

 

Necessary Qualifications:

  • University degree in chemical engineering, chemistry, pharmacy or other similar vocational qualification relevant to the topic or graduated from a recognised police academy or police college;
  • Minimum ten years of relevant professional experience in the area of forensic with focus on analysis of narcotics.
  • Minimum five years of training experience in the area related to criminal forensics;
  • Proven experience in delivering specialized training courses to law enforcement agencies and public institutions;
  • Previous professional experience in work with international organizations;
  • Knowledge of Kosovo context is an advantage;
  • Cultural sensitivity and sound professional judgment;
  • Previous experience of working in a capacity building role is an asset;
  • Excellent spoken and written English language is essential;
  • Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds and different gender, cultural sensitivity and judgment.
     

Remuneration Package:

Remuneration will be based on the selected consultant’s/expert’s qualifications, experience, tasks and deliverables for this position and in accordance with the OSCE established rates.
