Background:

The OSCE Mission in Kosovo (the Mission) is implementing a comprehensive project on “Advancement of strategic and operational capacities and human rights compliance within security sector institutions”. This project mainly targets the Ministry of Internal Affairs (MoIA) and Kosovo law enforcement institutions, including the Kosovo Police (KP), Kosovo Police Inspectorate (PIK), Kosovo Correctional Service (KCS), Kosovo Probation Service (KPS), and Kosovo Forensic Agency (KAF). Activities of this project focus on enhancing their operational capacities and specialised skills to effectively respond to criminal behaviour. Specifically, the project foresees numerous specialised and advanced trainings, and workshops and support implementation of local strategies and associated action plans to improve operational effectiveness in tackling all forms of criminal activities, as well as develop and review sub-legal framework.

The project overall objective is to support the security sector institutions to advance their strategic and operational capacities, and human rights compliance within the police, forensics, police oversight, and correctional services. This will be covered through three specific objectives:

  1. Security sector institutions operate more effectively in areas of forensics, oversight mechanisms, re-integration and rehabilitation;
  2. Local law enforcement institutions are able to effectively identify, prevent and combat serious and organized crime;
  3. Law enforcement institutions and relevant oversight bodies improve their response to preventing, combating, and monitoring hate crimes, while institutional mechanisms efficiently address VERLT.

At the request of the KCS, the Mission will hire an international consultant and will organize a five-day training on management of correctional institutions for 20 KCS senior leaders, which will advance their knowledge in management of correctional institutions personnel, as well as in managing crisis situations. This activity follows the training on first line supervision delivered in 2022 and training for mid-line managers delivered in 2023 and is part of continued support of the Mission to various KCS units. This training will contribute to their sustainable development and compliance with international practices.  The expert’s expertise and experience should lie in the area of correctional supervision and management KCS, with advanced knowledge necessary on executive management of the correctional institutions. 
Furthermore, the engaged consultant will enhance the practical skills of the participants in the area of leadership and governance, principles of effective leadership in correctional settings, decision-making structures, strategic planning and goal-setting for correctional institutions. The consultant will enhance the practical knowledge of the participants through first-hand expertise in the security protocols and emergency preparedness, security risk assessment and management, emergency response planning and crisis management.

 

Objective of Assignment: 

The main purpose of the consultancy is to enhance the leadership and management capabilities of 20 KCS senior leaders within correctional institutions, fostering a culture of excellence, ethical conduct, and continuous improvement in correctional services. 

 

Duration of Assignment:

The Consultant will be hired for 8 working days.

 

Tasks and Responsibilities:

  • Conducting pre-training evaluation in order to understand the prior knowledge of the KCS participants of the topics covered in the training, in order to adjust a course flow that would be appropriate for their level
  • Developing the training methodology, agenda, and materials in consultation with the activity manager and deliver the agenda, presentation slides and case studies prior to the training
  • Deliver a five-day “Training on management of correctional institutions for KCS senior leaders” for 20 participants from KCS a
  • Conducting post-training evaluation in order to determine whether the training was beneficial to the participants.
  • Producing the final consultancy report with recommendations for further action by the OSCE Mission in Kosovo

Deliverables:

  • By 04 November 2024, submit the draft presentation, agenda and corresponding materials to the project/activity manager for review and potential amendment.
    Performance indicator: Timely submission of the draft presentation, agenda and corresponding materials to the activity manager for review and comments.
  • By 11 November 2024, incorporate PDMS comments in training agenda and material and submit the final version to project/activity manager for approval.
    Performance indicator: Timely submission of the final presentation, agenda and corresponding materials to the activity manager for review and comments.
  • From 11-15 November 2024, conduct a five-day training for 20 KCS participants.
    Performance indicator: Timely submission of the final presentation, agenda and corresponding materials to the activity manager for review and comments.
  • Conduct and deliver the result of the final evaluation of the participants by the end of the activity.
    Performance indicator: The training delivered for 20 participants as scheduled and planned in the requested format and meeting the requirements of the activity manager.
  • By 25 November 2024 deliver a final consultancy report, including the results of pre-post evaluation, to the PDMS Project Manager summarizing the observations during the training and providing recommendation on further activities.
    Performance indicator: Qualitative and timely submission of the final consultancy report to the activity manager.

Necessary Qualifications:

  • In-depth knowledge of correctional management principles, practices, and challenges.
  • Ten years of expertise in relevant areas such as leadership, security, rehabilitation, legal compliance, and human resource management within correctional settings.
  • A bachelor’s degree in Criminal Justice, Criminology, Law, Intelligence Studies, Political or Social Sciences or other similar vocational qualifications relevant to the topic or graduation from a recognised police academy or police college;
  • Proven experience in delivering specialized training courses to law enforcement agencies and public institutions;
  • Cultural sensitivity and sound professional judgment;
  • Previous experience of working in a capacity-building role;
  • Excellent spoken and written English language is essential;
  • Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds and different gender, cultural sensitivity and judgment

Remuneration Package:

Remuneration will be based on the selected consultant’s/expert’s qualifications, experience, the tasks and deliverables for this position and in accordance with the OSCE established rates.
