The objective of the WHO Nepal Country Office is to implement the Country Cooperation Strategy by supporting the Ministry of Health and Population (MoHP), Government of Nepal (GoN) in the formulation, implementation and evaluation of national health policies, strategies and plans and developing and managing WHO’s technical cooperation programmes at the country level. The Country Office collaborates with the Government of Nepal and relevant stakeholders in support of their efforts to achieve national health goals; of ensuring the attainment of universal health coverage and contributing to global and regional public health action by providing need-based technical assistance in national level policy formulation, setting norms and standards, improving knowledge dissemination and management, monitoring country health situation and building sustainable institutional capacity, to play a greater leadership role in different national level policy technical forums. WHO provides guidance and technical support in organizing the humanitarian health response following multi-hazard emergencies and in revitalizing the capacity of the health sector to recover and rebuild from emergencies in appropriate and sustainable ways. In the inter-emergency period the objectives are to increase the capacity and resilience of the Nepal Health System to reduce risk, prevent and prepare for disasters, to mitigate adverse health consequences, through supporting the Emergency Risk Management interventions prioritized in the national plan for the implementation of the Sendai Framework for Disaster Risk Reduction (2015-2030); and the health security interventions for enhancement of core capacities required to comply with the International Health Regulations (IHR) 2005 as prioritized in the National Action Plan on Health Security (NAPHS), National Action Plan on Anti-Microbial Resistance (NAP-AMR) and National Pandemic Preparedness and Response Plan (NPPRP).WHO strives to integrate and harmonize the actions undertaken for enhanced ERM and Health Security with the interventions implemented to achieve the health-related Sustainable Development Goals (SDGs) and health systems strengthening through appropriate capacity building and co-ordination mechanisms and partnerships. The WHO Health Emergencies Programme (WHE) supports the MoHP, GoN to direct and coordinate the rapid provision of life-saving emergency health interventions at scale in the aftermath of multi-hazard emergencies and disasters and subsequently assists in the rapid recovery of the health system in collaboration with national and international partners. Thereupon it provides technical support to the MoHP and partners to enhance health sector emergency risk management through prevention risk reduction or mitigation; preparedness and response readiness to build a health system that is resilient to multi-hazard disasters including public health emergencies.
Summary of assigned duties:
Under the overall guidance of the Team Leader – WHO Health Emergencies Programme (WHE), the direct supervision of the National Professional Officer, the incumbent is assigned all or a part of the following responsibilities:
- Design, develop, and maintain the architecture of the EMR system, including database management, user interfaces, and backend services.
- Development and Integration of products across diverse systems for the integrated Electronic Medical Records (EMR) platform to enhance surveillance system from the Hospitals
- Assists in EMR development and implementation support, training of staff and clinicians on the appropriate use of EMR systems.
- Teamwork to ensure timely delivery of product as per requirement specifications and implementation.
- Further develop integration between diverse systems like OpenMRS, OpenELIS, OpenERP, DCM4Che, CommCare, DHIS2, SORMAS, OpenIMIS etc
- Ensure usability is at the forefront of all designs.
- Regularly communicate progress and setbacks to Team Lead
- Follow the agile development approach.
- Clean delivery of works and take ownership of the integrated EMR product.
- Ensure that EMR systems adhere to global health standards and best practices, including interoperability standards like HL7 and FHIR, to facilitate national and international data exchange.
- Ensure data accuracy, consistency, and integrity within EMR systems, which is critical for global health research and decision-making.
- Develop EMR solutions and tools that can be rapidly deployed in emergency and crisis situations to support healthcare delivery and data collection.
- Use EMR data to conduct research and analysis on global health trends, disease outbreaks, and healthcare disparities to support WHO’s mission.
- Develop and integrate laboratory information within the current version of EMR with machine integration.
- Uphold ethical principles in healthcare data management, ensuring the responsible and ethical use of patient data.
- Continuously assess and improve EMR systems based on feedback from users and changing healthcare needs.
- Conduct thorough testing of the EMR system, including unit, integration, and system testing, to ensure functionality, performance, and security.
- Develop and implement disaster recovery and data backup plans to ensure data resilience in case of system failures or disasters.
- Maintain comprehensive documentation for EMR systems, including technical documentation, user manuals, and standard operating procedures.
- Support in the installation and deployment of the system at the implementation site; and maintenance of the server.
- Advocate for and contribute to the development of national policies and standards related to EMRs and health information exchange.
- Develop and link APIs for cross-platform data sharing and utilization including Patient Health Records.
- Perform other related duties as assigned by the team lead- WHE or WHO Representative to Nepal. This includes travelling to provinces on duty travel or duty station reassignment at any time as per program requirement
Qualification:
Education:
- Essential: University degree in Computer Science, Computer Engineering, or Information Technology or a relevant degree from an accredited/recognized academic institution.
Desirable:
- Postgraduate degree (Master’s) in Computer Science, Computer Engineering, Information Technology or relevant degree from an accredited/recognized academic institution.
- Training on related programming languages such as python, Java programming and Angular JS.
Experience:
- Essential: At least one year of relevant experience in working with Open-Source Software.
- Desirable: Experience of development customization of software used in government sectors.
Functional Knowledge and Skills:
- Excellent advocacy and interpersonal skills, tact, and diplomacy.
- Ability to manage multiple tasks and priorities with excellent organizational and independent working skills.
- Ability to work as a team player in a cross-functional setting and challenging environment.
- High level of integrity and commitment to professional responsibilities.
- Technical expertise: Overall attitude at work is also required mandatory competencies.
Use of Language Skills:
- Expert knowledge of English and Nepali.
