The services of the consultant will enable UN Trade and Development to deliver key outputs of the Investment Policy Branch for the beneficiary countries, including the launch of new IPRs and the implementation of technical assistance activities following up the completion of IPRs.

Duties and Responsibilities
The consultant will undertake research and analysis of investment and investment-related legal frameworks. This will enable the consultant to write chapters and provide comments for Investment Policy Reviews. The consultant will also prepare investment policy and facilitation training material for technical assistance activities in these areas. Within the Investment Policy Reviews Section in the Investment Policies Branch, Division on Investment and Enterprise, and under the supervision of the Chief of the Section, the incumbent will carry out the following functions: 1) Investment Policy Reviews (IPRs) of Tunisia and CEMAC: • Research and analyze investment policies, strategies, and legal frameworks for the preparation of the IPR of the Economic and Monetary Community of Central Africa (CEMAC). The member countries of the CEMAC are Cameroon, Central African Republic, Chad, Equatorial Guinea, Gabon and the Republic of Congo. • Draft and finalize the legal chapter and the strategic chapter for the IPR of the CEMAC. • Provide comments on the draft IPR of Tunisia, in particular the context and strategic chapter. • Participate in the finalization of the IPRs of Tunisia and CEMAC, including by incorporating comments from colleagues and national counterparts. • Make presentations for the national workshops for the IPRs of Tunisia and CEMAC, and contribute inputs and suggestions for speeches, presentations and training sessions of the other team members. • Provide advisory services and examples of good practices on investment policy during missions for the preparation and finalization of the IPRs of Tunisia and CEMAC. 2) IPR follow-up activities: • Research and analyze investment facilitation and promotion documentation. • Prepare training material to follow up on the IPR of the West African Economic and Monetary Union (WAEMU). WAEMU member countries include Benin, Burkina Faso, Côte d’Ivoire, Guinea-Bissau, Mali, Niger, Senegal and Togo. • Conduct training courses and advisory sessions to support the implementation of investment policy recommendations.
Qualifications/special skills
Master level University Degree in international economic law, or related field, is required. At least two years of work experience in legal framework research and analysis is required. At least one year of work experience dealing with investment and trade legal issues, including arbitration matters, working with developing countries, in particular French-speaking African countries, is required. At least six months of work experience in technical assistance, including advisory services and preparing training courses, is required.
Languages
Fluency in written and spoken English and French is required.
