JOB CONTEXT:
In 2023, HI implemented both humanitarian and development projects in the Gaza Strip and the West Bank. The escalation between Hamas and Israel in October 2023 has created a major humanitarian crisis in the Gaza Strip.
In response to the escalating needs, HI has more than doubled its financial forecast for 2024 and continues to develop new proposals to support the response to the needs in the field.
Concurrently, with EHRC financial support, Atlas Logistique has set up a common humanitarian logistics platform in Gaza since December 2023. Atlas has one warehouse in Middle Area, and is looking at expanding its geographical and programmatic reach to meet the needs.
HI’s current areas of activity encompass physical rehabilitation, humanitarian mine action, humanitarian logistics, education in emergencies, emergency preparedness, disability mainstreaming/inclusion in humanitarian action, and advocacy.
Significant challenges are encountered on a daily basis, notably a severe lack of security and humanitarian access in Gaza, along with a high instability of the context.
YOUR MISSION:
Reporting directly to the Atlas Logistique Operations Manager, you as the Project Manager, provide support to the Atlas project in Gaza. You support the program teams on the operational planning, implementation and monitoring of HI/AL’s operational strategy. To do so, you support the team to ensure optimal quality, effectiveness and impact of the project implemented and you contribute to the sound management and effective functioning of the organization in the Gaza context.
Responsibility 1. Management:
- Supports the National Program Manager in managing the project’s team members, defining priorities and outcomes ;
- Supports the organization of regular team meetings ;
- Participates in the recruitment and selection of new team members/open positions ;
- Ensures strict application and respect of the program’s Internal Regulations by the project team.
Responsibility 2. Expertise: Logistics services to humanitarian operators
- Ensures with the National Program Manager, that the project is implemented in compliance with technical and operational frameworks as well as local/international regulations regarding provision of storage services to other humanitarian stakeholders and smooth running of storage facilities :
Responsibility 3. Assessment, implementation and monitoring:
- Conduct needs assessment on gaps in humanitarian logistics, with a focus on warehousing needs and transportation.
- Ensures project implementation, in collaboration with the relevant departments and in line with general standards and procedures:

- Contribute to ensuring project evaluation and capitalization:
Responsibility 4. Influence & Communication:
- Represents HI/AL in relevant coordination bodies, contributes to HI’s external influence by participating in relevant networks ;
- Communicates on evolutions of the project to partners and external stakeholders as much as relevant.
- Fosters and maintains smooth relationships with partner organizations and other relevant stakeholders involved in the project.
Responsibility 5. Strategy & business development:
- Provides inputs to contributes to the design of the program’s overall operational strategy (StratOp).
- Contributes to the design of project proposals for the continuity or expansion of the project, or for the development of new projects upon request.
CHARACTERISTICS OF THE POSITION:
Gaza remains an extremely kinetic environment subject to dramatic and unpredictable contextual shifts at short notice. The entire population is constantly vulnerable to frequent airstrikes and ground offensives, necessitating strict adherence to security protocols at all times. Strict security rules are in place and the living conditions are exceptionally austere. Team members sleep in hardened rooms in very close proximity and rely almost entirely on nonperishable food. Teams are also subject to displacement from one location to another depending on the evolution of the context.
Expériences / Formation
- You have at least two to three years of experience in a program management, it’s a plus if it’s with logistics-related management, such as supply chain management, including warehouse, and transportation management.
- You have a perfect knowledge of the program cycle management
- You have a knowledge of the logistics chain, of documentary and information flows of stock management
- You got managerial skills and budget management skills
- You have perfect command of the English language; Arabic is a plus:
- You have strong aptitude to manage stress and to work under pressure
- You are practical, dynamic and solution oriented;
- You have good communications skills
- You like to work as part of a team/network

- 3 months International contract starting ideally at the beginning of August 2024 based in Gaza
- The international contract provides social cover adapted to your situation:

- Salary from 2450 € gross/month upon experience;
- Perdiem: 775 € net/month – paid in the field
- Hardship: 500 € net/month paid with your salary
- Paid leaves: 25 days per year;
- R&R: 5 days every 6 weeks => + possible transport/package support;
- Position: Unaccompanied:
- Housing: Collective taken in charge by HI;
