Description of the Assignment:  

Assessment of the state of ICT at the PPAs

As part of the STEPS project a comprehensive assessment of the state of ICT at the PPAs was conducted, and an overall ICT Development Strategy formulated for the PPAs, identifying options for ICT development and potential synergies and areas for cooperation among PPAs, and between the PPAs and the National Assembly. The current state of ICT at the PPAs can be characterized as limiting, in that there is a limited capturing and recording the parliamentary proceedings and public access to timely and complete records by absence of PPA websites and existing social media channels are under-utilized.

Supporting the digital media and video production capabilities

Moving forward and closing the gap the UNDP STEPS project is assisting the PPAs in strengthening the internal media function, by better equipping the media staff / officers with better video recording equipment; better performing video production and editing laptops; and providing relevant training for the PPAs to reliably and consistently produce and publish higher quality video contents across the social media channels (including Facebook and YouTube) and the future PPA parliamentary websites.

Objectives of the website development assignment

To ensure through training that the media officers at the PPAs are:

          Well-acquainted with the new media production gear and are able to use these at the PPAs on premises but also at off-premises PPA consultations and events

          Well-trained in producing videos and have learned how to be resourceful.

          Can network as a community of PPA media professionals (both during and beyond the training)

Management arrangement:

The prospective service provider will conduct its work in coordination with the designated UNDP STEPS IT experts, and ultimately report to the UNDP STEPS Chief Technical Supervisor.

Scope of Work

1.     Taking stock of the technology

Take stock of the newly acquired media production tools including the new 4K camcorders; media production laptops; and compile four quick guides (5 pages max. per guide) in Lao language (either by repurposing existing materials or writing from scratch) for:

1.     Setting up the 4K camcorder

2.     Handling, transportation

3.     Daily care and maintenance

4.     Audio and Video recording (of large meetings, and assemblies) 

2.     Assess PPA media staff skills

Take stock of the current media and video production skills /qualifications/capacities of the 18 PPA media officers through an online survey;, and divide the staff to be trained into two groups (intermedial /advanced vs. novice)

3.     Training design

Design a two trainings (one for intermediate-advanced, and another for novice) by the groups, as per the staff skills assessment (see above)  

4.     Delivery of the training

Delivery of a total of three days of training, divided in 1.5 day for group 1 (advanced/intermediate) versus 1.5 day (novice) . Both trainings should encompass:

o    Handling and management of video recording equipment (tips, good practices etc.).

o    Extract and uploading of video resources from camera to video production & editing laptop.

o    Installation and setup of DaVinci Resolve 18 – video editing software onto the PPA media officer video production & editing laptop.

o    Video editing with DaVinci Resolve 18. Including adding (corporate design logos etc)

o    Being resourceful as video production technician. 

5.     Post-training extended support

Provide (5 months) post training Q&A support to the 18 PPA media officers. In coordination with the UNDP STEPS IT experts team a WhatsApp group for PPA media officers will be created where amongst others the trainer can provide regular Q&A chat support.

 

Note: it should be noted that this training can only take place after the media officers have received their video production & editing laptops, and the video camera, as well as all relevant software

 

Period of assignment/services: 43 working days.
