The position of Senior Reward Officer is assigned to the Reward, HR and Health Division (BPRS) within the Budget, People, and Management Systems Department (BPMSD). You will be based at our Headquarters in Manila, Philippines.
You will report to Director, BPRS or designated International Staff, and will supervise Administrative Staff.
As a Senior Reward Officer, your role is to ensure the effectiveness of reward and job evaluation policies and programs for International Staff (IS), National Staff (NS), and Administrative Staff (AS) in headquarters (HQ) and the field offices (FOs).
- Lead the evaluation and slotting of jobs against the ADB’s job architecture, based on the industry-standard Hay methodology.
- Maintain a central repository of job information, including evaluated scores and corresponding job descriptions and related information.
- Lead and independently manage projects related to job evaluation, including the consistent implementation of procedures for IS, NS, and AS jobs.
- Coordinate and provide guidance to NS or AS in FOs responsible for job evaluation matters on correct interpretation/implementation of related policies.
Reward management:
- Review/clarify compensation and benefits information gathered from comparators and identify key issues relevant to salary and benefits review/development of compensation and benefits programs.
- Lead and independently manage projects related to compensation and benefits policies and programs, including the consistent implementation of procedures for IS, NS, and AS.
- Supervise the processing and implementation of approved salary changes by checking details and calculations to ensure accuracy and completeness of information based on established compensation policies and implementing guidelines.
- Ensure efficient client service by interacting with staff to clarify policy issues, seek additional supporting information/documents when needed, and determine whether any issues raised would need to be elevated to supervisor for review and decision.
- Support the periodic review of overseas duty station allowances; rental ceilings; and other benefits for IS assigned at ADB FOs. Prepare necessary documentation, analyses and statistics, and draft proposal paper for approval of Department Head.
- Coordinate and provide guidance to NS or AS in FOs responsible for reward matters on correct interpretation/implementation of related policies.
- Monitor timeliness and accuracy of revisions of manuals and handbooks by incorporating recent changes in terms and service conditions and/or other directives to ensure consistency with ADB’s revised policies and procedures.
- Serve as coordinator between the team and other divisions on the update of Administrative Orders, guidelines, and policies. Coordinate with staff within BPMSD and other Departments on ADB’s response to surveys and questionnaires requested by International Financial Institutions (IFIs) and other external parties.
- Provide expert advice and oversight of the budget preparation for IS, NS, and AS salaries and IS allowances.
- Perform any other duties as may be assigned and reflected in the incumbent’s workplan.
Qualifications:
You will need:
- Bachelor’s degree in Business Administration, Economics, Mathematics, Statistics, Psychology or related fields. Preferably with Master’s degree or equivalent.
- At least 10 years of HR experience and at least 5 years of experience in a supervisory capacity relating to managing projects and work initiatives.
- In-depth and thorough knowledge of compensation & benefits concepts, principles of salary administration, benefits, including market best practice.
- Strong knowledge of International Compensation & benefits trends & frameworks.
- Highly skilled in statistical analysis and presentation, with a sound knowledge of MS Office (Word, Excel, and PowerPoint).
- High level of analytical thinking & experience in drafting papers/proposals for consideration by senior management.
- Expertise in Hay methodology for job evaluation, matching, leveling, and mapping.
- High proficiency in project management and planning.
- Ability to independently lead projects and effectively supervise team members
- Ability to work collaboratively with teams as a constructive team member
- Excellent oral and written communication skills in English
- Ability to exercise judgment on matters of confidentiality and those requiring urgent attention especially in the supervisor’s absence.
