PROJECT BACKGROUND
Founded in 2012, the Global Green Growth Institute (GGGI) is committed to supporting member and partner countries transition their economies towards a green growth development model that is low carbon, environmentally sustainable, climate resilient and socially inclusive. GGGI has a diverse portfolio of programs in developing countries around the world. GGGI is committed to supporting the Solomon Islands in achieving climate resilience and sustainable development through green growth initiatives. GGGI has been operating in the Solomon Islands since 2019 and has so far completed 9 projects with 7 currently ongoing which are all geared to meet this objective. These projects were and are all part of GGGI’s Pacific regional projects with subcomponents for Solomon Islands.
In May 2024, GGGI initiated its first national project, the Climate Resilience Green Growth (CRGG) project, in collaboration with the Ministry of Environment, Climate Change, Disaster Management and Meteorology (MECDMM) and the Australian Department of Foreign Affairs and Trade (DFAT) as the donor partner. The proposed project which replicates the CRGG model in Papua New Guinea (PNG) and other GGGI member and partner countries will have four components/outcomes which are:
- Provincial governments in the pilot provinces successfully mainstream CRGG into their policy, planning and budgets.
- Solomon Islands mobilizes increased climate finance and green investments for high quality and impactful CRGG projects (target USD 30 million).
- Solomon Islands identifies and implements new financing mechanisms and increased private sector engagement for CRGG.
- GEDSI benefits are increased through CRGG outcomes and outputs.
The CRGG project will be implemented in two phases; phase1 will involve stakeholder consultations and design, and phase 2 will involve implementation.
OBJECTIVES OF THE ASSIGNMENT
The purpose and role of the Stakeholder and Design Coordinator Consultant is to support and assist with the coordination of the implementation of the CRGG Phase 1 on stakeholder consultations and design of the IDD. The consultant will support the design of the CRGG IDD by assisting with the Project Team with desk review, research, organizing stakeholder consultations and engagement, preparing meeting summary notes, logistical and administrative matters and reporting writing and assisting with preparing PowerPoint presentations.
The Consultation and Design Coordinator Consultant will be responsible for the following tasks:
- Support the development of a comprehensive project work plan and timeline, including milestones, deliverables, and key deadlines, and oversee the monitoring and timely execution of project tasks, timely updates and reporting.
- Support the Project Team undertake the desk review and research on the climate resilience and green growth situation in the Solomon Islands and the preparation of the desk review report.
- Organize the facilitate stakeholder consultations/meetings (including with the provinces) and focal group discussions including sending out meeting invitations and reminders, arranging meeting venues and logistics, and preparing the meeting summary notes and support the compilation of the final stakeholder consultation report.
- Support Team coordination, administration and logistics especially the planning and arrangement of team transportation and travel outside of Honiara.
- Maintain comprehensive project documentation including support for the compilation of project reports including the GEDSI assessment and analysis and final IDD, and meeting minutes and summary notes.
- Monitor and identify potential project risks and advise the Project Team on appropriate mitigation strategies and contingency plans and responses.
- Perform ad-hoc and any additional tasks as required and support the successful completion of phase 1.
DELIVERABLES AND PAYMENT SCHEDULE
The consultant will deliver the following specific outputs and deliverables:
Deliverable 1: Support desk research and work plan monitoring and reporting system.
- The consultant will support the Team undertake the desk review and research, manage the compilation of sex-disaggregated data and baseline, establish a work plan monitoring and reporting excel tool.
Deliverable 2: Stakeholder Consultation Report.
- Provide the necessary administrative and logistical support for carrying out and completing the stakeholder consultation, focal group discussions, and stakeholder consultation report and PPT presentations.
Deliverable 3: Support the drafting and compilation of the IDD together with its full annexes.
- Provide administrative and logistical support for the drafting, compilation and completion of the GESDI Assessment and Analysis Report and GAP and IDD and PPT presentations.
Deliverable 4: Support the planning, organization and convening of the final stakeholder workshop to discuss validate the IDD
- Plan and organize the final stakeholder workshop, administration and logistics including the sending out of invitations, agenda and meeting documents in a timely manner, booking the meeting venue, setting up the meeting venue, and compilation of the workshop report.
Deliverable 5: Brief Assignment Conclusion Report
- Prepare and organize an assignment conclusion report, with a list of all documentation collected/produced and a draft press release drafted for the approval of the Solomon Islands CRGG Project

EXPERTISE REQUIRED
The consultant must meet the following requirements:

Undergraduate or advanced degree in climate change, social sciences, development studies, or a related field.
- At least 3 years of experience in climate change and adaptation, social and community development, and project management, development policy and planning, preferably in the context of climate resilience and green growth projects.
- Proven experience in conducting research, surveys, climate and social analysis and developing strategies and action plans.
- Strong facilitation, communication, and stakeholder engagement and consultation skills.
- Knowledge of the socio-cultural and economic context of the Solomon Islands or similar Pacific Island contexts is an advantage.
- Ability to produce high-quality reports and deliverables in English and proficient in word and Microsoft tools including excel and PowerPoint.
