Overview

The Human Resource Manager will provide leadership and management of the overall provision of HR services, policies, and programs for the Cambodia Country Office. This includes advising senior management on all strategic HR matters and overall management of the Country Office HR matters and not limited to: orienting new staff; developing, implementing and managing HR policies, processes and procedures in accordance with Home Office Policy standards and Local Employment Laws. The HR Manager will also manage staff recruitment and Continuous performance Management process (CPM). This position reports directly to the Country Director and has a matrix reporting line to the Senior Compliance & Administration Manager, with functional reporting to the Asia Regional Human Resources Business Partner.

Responsibilities

Overall HR Responsibilities:

  • Analyze the country’s HR needs and establish specific HR objectives for country office to ensure that HR policy/procedures and standards are met
  • Ensure country level management team members are well versed on country-related HR policies and that policies are implemented consistently.
  • Advise Country Director on all HR related issues.
  • Review salary, benefits policies and tax requirement for local nationals and Third Country Nationals to ensure that organization is able to attract and retain highly skilled staff
  • Coordinate quarterly and annual merit review process
  • Work with staff to ensure continuous performance management is followed
  • Work to ensure adherence to HR databases and systems
  • Review and update local employment policies as per local laws and best practices in the international NGO community.
  • Be up to speed with all Employment and HR related compliances.
  • Liaise with Global Human Resources as required through the Regional HR Business Partner, Asia.

Staff Recruitment Responsibilities

  • Partner with hiring managers and Country Director to evaluate needs and determine specific position responsibilities and requirements to ensure accurate candidate sourcing.
  • Draft job descriptions in consultation with the hiring managers and advertise via appropriate channels in Cambodia.
  • Evaluate and benchmark new jobs to place them appropriately in the organization’s salary scale.
  • Pre-screen candidates along with the hiring manager and administer appropriate tests and coordinate next level of interviews with the panelists.
  • Guide and counsel hiring managers on staffing and recruitment related matters, including legal considerations/ provisions and coaching on interview techniques.
  • Organize, lead and document post-interview debrief/feedback with interview teams and candidates.
  • Perform detailed reference check for selected candidates.
  • Ensure recruiting and hiring practices comply with government regulations and organizational policies.

New Hire Orientation and Employee Relations Responsibilities

  • Coordinate on-boarding to ensure seamless onboarding of new employees, ensuring good employee experience.
  • Conduct follow-up check-in meetings, with new staff to ensure adaptation and identify problem areas, if any.
  • Work closely with supervisors to address issues affecting new staff and support with first 90 days.
  • Develop and maintain a healthy employee relations environment providing staff a venue to discuss their work-related problems and concerns.
  • Advise and assist staff with disciplinary and grievance issues.
  • Mediate in staff conflict situations.
  • Compensation and Benefits Responsibilities:
  • Provide guidance to Country Director / Senior Management on all local compensation related issues, with full accountability from HR desk.
  • Work with Home Office HR to review salary scales and bench – mark to the market on a regular basis.
  • Manage the design, implementation and administration of innovative compensation programs and policies based on Home Office guidance and policies.
  • Conduct job evaluations on new and existing positions, including reviewing job descriptions and recommending appropriate grade assignments
  • Support Country Director by answering compensation related questions
  • Evaluate jobs for internal equity and external competitiveness against salary survey data
  • Develop detailed knowledge of Jhpiego expatriate compensation, tax and benefits policies and practices administered by Baltimore, HQ.
  • Provide guidance on payroll changes on a month to month basis
  • Administer all employee benefits.
  • Respond to queries from staff regarding benefits.
  • Periodic review Jhpiego Cambodia benefits packages and employee taxation and insurance policies to ensure compliance with local laws and competitiveness with other international NGOs.

Employee Records Maintenance & HR Audits

  • Ensure that employee files are complete, and all required documentation is maintained in a confidential and secure manner.
  • Ensure that HQ receives new employee documentation in a timely fashion.
  • Maintain recruitment and attrition statistics for staff.
  • Will be handling all HR related Audits.

Security and Safety of Staff

  • Provide leadership to the health safety and committee and ensure compliance to health and safety requirements
  • Keep a close eye on security situation and advice Senior Management accordingly. Issue security advisories to staff as appropriate and necessary
  • Any other duties as necessary and as assigned by the Supervisor.

Required Qualifications

  • Master in Business Administration, Human Resources or related field with 7+ years managing human resources functions for mid-sized organization preferably with an international organization.
  • In depth knowledge of Cambodia labor laws/requirements and employment practices
  • Highly motivated, energetic, independent self-starter with strong service orientation and a positive attitude to work
  • Highly organized with keen attention to detail and ability to prioritize multiple responsibilities, accuracy in data management, analysis, and reporting;
  • Strong presentation and communications skills, both in oral and written
  • Proficiency in computer applications to include MS Office: Word, Excel and PowerPoint
  • Knowledge of USAID policies and procedures
  • Cooperative, competent, hardworking, flexible and dependable in a multi-cultural, open office situation;
  • Effective communicator and team member, instilling trust and confidence;
  • Ability to organize and coordinate information and logistics for programs and activities
