Role Overview:
The Senior Advisor (Nutrition), will lead the development and implementation of our nutrition programme in Cox’s Bazar, supporting the quality of existing nutrition specific and sensitive programing at the operational level and by providing strategic leadership at the nutrition sector level (specifically the CMAM technical working group). Senior technical nutrition adviser’s prime responsibility is to ensure a high quality of technical support to nutrition program in both host and camp context. The position will also be expected to directly line manage two Programme Managers who are leading the implementation of Concern’s programme in Nutrition and Food Security Sectors. This Senior Technical Advisor (Nutrition) will be expected to spend approx. 30% time in programme management and large chunk i.e. approx. 70% to provide technical leadership (both internally and externally); Deputise for Director/Head of Office position when the post holder is out of office.
Key Responsibilities:
Technical representation, coordination and leadership, including, but not limited to:
- Providing leadership to the CMAM Technical Working Group in Cox’s Bazar in order to coordinate and support activities of partners in the response;
- Leading on development of tools, guidance notes, response plans, and other initiatives of the sector and working groups;
- Contributing significantly to the other working groups, especially the IYCF-E Working Group, Assessment Working Group and the overall Nutrition Sector;
- Participating and contributing to related sectors and working groups, especially health, food security and livelihoods and MHPSS, as well as others;
- Share evidence based learning and good practices from Concern’s programme in nutrition sector with the aim of Concern’s effective contribution to ongoing rationalization and localization process as well as Nutrition sector strategies and priorities in 2025 and beyond.
Ensure the delivery of high quality programmes including, but not limited to:
- Providing overall leadership, strategic guidance and technical advice to the nutrition programme;
- Leading the development of multisector nutrition proposals, concept notes, and budgets and support proposal development for other sectors where we can add a nutrition lens;
- Oversee implementation of the Nutrition programme activities in Cox’s Bazar in consultation and collaboration with the programme and HQ teams; Liaise with relevant Advisers to assure programme quality and alignment to global, national and Concern standards;
- Advise program managers about strategic programming directions and issues affecting project implementation;
- Coordinate with the PMs, MEAL Unit and Communications unit for high quality documentation, case studies, programme research, enabling the integration of ‘lessons learnt’ and evidence in programme reporting, learning, advocacy and new business development;
- Ensuring the Project Implementation plan is developed jointly with donors/partners and delivered timely and effectively to ensure sustainability of the project interventions beyond project end;
- Engage with UN and other institutional donors, keep them updated about the project progress and challenges and ensure their suggestions/advise is factored in throughout the project cycle management;
- Ensuring the best practices are captured, documented and disseminated at internally and externally, contribute in innovation;
- Ensuring implementation of an appropriate evidence based advocacy strategy for the project in consultation with program team
Partnership and capacity building including, but not limited to:
- Ensuring that Concern and funded and sector partner staff are adequately trained and developed for their roles e.g. by analysing staff training needs, organising the delivery of training or coaching, providing training, and coordinating the sharing of experience;
- Foster technical capacity building of project staff through technical updates, training opportunities, exchange visits, literature sharing, etc.
People Management including, but not limited to:
- Manage the assigned PMs (contributing to their capacity building and career development through technical support and on-the-job training and coaching, including a thorough induction at the start of their contract;
- Ensure that they have accurate job descriptions and that they fully understand their roles and what is expected of them by setting SMART objectives;
- Ensure that they are aware of and comply with all of Concern’s policies and procedures including Code of Conduct and Associated Policies;
- Monitor and review performance of these staff by conducting regular and quality PDRs and hold them accountable for meeting their success criteria; give corrective feedback where required and take decisive action in the case of poor performance. Engage the Director Cox’s if needed.
Accountability and Safeguarding:
In line with Concern’s commitments under the Core Humanitarian Standard (CHS):
- actively promote meaningful community participation and consultation at all stages of the project cycle (planning, implementation, M&E);
- Ensure the highest standards of accountability through ensuring good communication and information sharing within and outside the programme and enabling staff, beneficiary and other stakeholder participation at all stages of the project cycle;
- Comply with all of Concern’s policies and procedures (P4, Safeguarding, finance, logistics, HR, security management etc.);
- Work with relevant colleagues to ensure that the Complaints and Response Mechanism (CRM) is functional and accessible, that feedback and complaints are welcomed and addressed;
- Work with relevant colleagues and partner staff to ensure that information about CHS, CRM, and safeguarding and required staff behavior is disseminated among programme participants and communities. Ensure partners fully understand and integrate safeguarding and CRM in programming and provide additional support, as per need, for further organizational development.
Essential Qualifications & Experience
- Master’s Degree in Nutrition/Public Health Nutrition or clinical degree with MPH;
- 5 years’ experience in the nutrition field internationally in technical and management in the nutrition sector;
- Significant experience in Nutrition programme design and a successful track record in proposal development and resource mobilisation;
- Good knowledge of Project Cycle Management (PCM) for nutrition programmes;
- Experience in implementing nutrition interventions in development and emergency contexts especially with refugee populations;
- Experience in managing donors and working with government institutions;
- Good communication skills;
- Experience in multi-tasking, networking and coordination;
- Flexible, able to adapt and to work under stress;
- Desirable: Experience working in Asia or Bangladesh.
