Overview

The Project Management and Operations Director will oversee management and operations of a USAID funded global integrated Health System Strengthening (HSS) project. The Management and Operations Director will work closely with the Project Director, Senior Management Team, Global Program Staff, implementing partners and country offices to ensure the project delivers on time, with quality and within budget parameters.  

The Project Management and Operations Director will be responsible for ensuring systems and processes are in place across the project for effective partner management and compliance, work planning, reporting and operations across the project (e.g., core and country).    This position is contingent upon award and annual funding from USAID.

Responsibilities

  • Work with Project Director to lead and coordinate the development of annual workplans and frequent reports coordinating across the complex partnership and multiple funding sources.
  • Ensure that project performance objectives and mandates are implemented in a timely fashion and meet donor’s requirements.
  • Serve as part of the Senior Management Team to ensure coordination across activities, partners and mitigate and manage risks.
  • Coordinate with a network of partners to ensure alignment with a common vision and implementation towards goals of the project by putting in place effective systems and processes for partner engagement.
  • Lead the development and implementation of business improvement processes that will facilitate efficiencies and effectiveness.
  • Ensure systems are established to measure accomplishments, track work in progress and use of project resources.
  • Work with Project teams to ensure delivery of results within budget.
  • Ensure sub awardee compliance and adherence to systems, along with support capacity building in relevant areas.
  • Support project teams in TA and capacity development efforts of new subgrantees.
  • Works alongside the Project Director to ensure the quality and timely development of workplans and budgets for country-buy ins and core activities
  • Oversees development and submission of any key award compliance related deliverables or reporting requirements to USAID
  • Liaises with USAID, consortium partners, and country stakeholders as required
  • Anticipates and identifies issues and risks related to project implementation in a timely manner and makes adaptations
  • Performs other duties and responsibilities as required

Required Qualifications

  • An advanced degree in business, management, finance, international development, public health, or a related field
  • 10 years’ experience in global public health and development, including senior-level management positions and experience managing large (>$20 million dollars) and complex (at least two health and development technical areas) portfolio, including implemented by multi-partner consortia,
  • Experience managing large and complex projects implemented by multi-partner consortia;
  • At least five (5) years’ experience managing operations for health and development programming and activities within and across LMICs.
  • Demonstrated record of recruiting, managing, and developing personnel for large and complex projects;
  • Demonstrated record of overseeing/managing USG funding support to country-based, non-governmental organizations/civil society organizations to design and implement health and development programming;
  • Demonstrated experience in providing technical assistance to management and operational capacity building in new and/or local USAID sub awardees or equivalent capacity-building experience funded by the U.S. Government;
  • At least five (5) years’ experience managing the reporting and compliance requirements for large health and development contracts/subcontracts or agreements/sub-agreements that serve clients in LMICs funded by the U.S. Government
  • Experience interacting with U.S government agencies, including overseas offices.
  • Demonstrated experience organizing resources and establishing priorities
  • Strong interpersonal and team-building skills with significant experience building strong host country national team
  • Excellent diplomacy skills and a proven ability to establish and maintain interpersonal and professional relationships with USAID Bureau of Global Health, USAID Missions, host-country counterparts and representatives from other key stakeholders such as NGOs, CSOs, and the private sector
  • Excellent verbal, written, interpersonal, and presentation skills in English
  • Experience hiring and supervising personnel
  • Excellent skills in facilitation, team building, and coordination
  • Experience and ability to coach, mentor and develop financial and administrative capacity of project staff
  • Ability to travel internationally up to 30% of the time

Preferred Qualifications

  • In-country experience managing operations for large and complex USAID programs in the LMICs is preferred.
  • Proficient in additional language (French, Portuguese)
