Organizational Setting and Reporting Relationship
The position is assigned to the Transport Sector Office (SG-TRA) within the Sectors Group (SG). You will be based at our Headquarters in Manila, Philippines. You will report to the Director, Transport and will oversee national staff and administrative staff within the division.
Your Role
The Senior Transport Specialist identifies, processes for approvals, and administers transport sector assistance projects and programs, technical assistance (TA), and non-lending products and services (NLPS) to support sustainable and efficient transportation initiatives. The position ensures compliance with ADB’s policies, operations manuals, project administration instructions, and assistance-related documentation.
The position will focus on decarbonization of the transport sector and adaptation measures to impacts from climate change for lending and NLP, TA and policy dialogue with governments and regional bodies. The incumbent will work with all DMCs, and international organizations, involving all modes of transport such as road, railway, aviation, maritime, inland waterways and multimodal combinations of these modes. Responsibility covers identification actions required to build the enabling environment for the downstream delivery of net zero transport solutions in our DMCs. The stakeholders include those involved in policy and legislation development, covering all modes of transport and related areas.
The incumbent will identify potential transport sector decarbonization facilitation policies, technical solutions, programs and projects for ADB financing, define the assistance scopes, prepare concept designs, and process and administer transport projects. The project designs are expected to utilize the international best applicable for transport sector decarbonizing, including technologies to facilitate efficient and environmentally friendly movement of goods and people. The incumbent will identify potential sources and secure TA funding, select and supervise the TA consultants. The outcome of the job is to develop a clear strategy and action plan for ADB with regards to its long-term engagement with DMCs in the decarbonization of the transport sector.
The incumbent will collaborate closely with other sector groups and departments as ONE ADB team under the ADB’s new operating model and externally with clients, international organizations, donor organization and supervise critical tasks, as may be assigned. It is important to keep in view that the project focus will include climate change and decarbonization, private sector participation, enabling institutional and policy environment, quality transport services and financial sustainability, and usage of transformational advanced technologies. The Senior Transport Specialist will also lead in identifying, preparing, and disseminating knowledge work, building capacity of agencies, and replicating good practices of ADB’ funded interventions.
You will:
- Assume leadership role in designing transport sector decarbonization policy development, programs and projects support to DMCs and private sector clients.
- Conduct dialogues with government officials, international organizations, and other stakeholders on transport sector issues and projects related to decarbonization of the transport sector, covering all transport modes and utilizing the Avoid-Shift-Improve framework.
- Identify solutions to decarbonize transport, conduct climate risk assessment, estimate greenhouse gas emissions, address the impacts of climate change and develop adaptation measures to be integrated into the project design and advise on measures to achieve Paris Agreement alignment for transport sector projects.
- Lead and support project identification, preparation, implementation and appraisal, in compliance with ADB’s policies, operations manuals, project administration instructions, and related documentation.
- Lead project teams and assist other project team leaders (PTLs) in the above functions, as well as lead and coordinate such activities when assigned to be the PTL.
- Actively participate in the network activities and advocacy work in the transport sector, knowledge building and dissemination, and collaboration with climate change team.
- Develop knowledge products, capacity development programs, staff mentoring, and keep abreast of the latest developments and issues relating to the decarbonization of the transport sector and adaptation measures to address the impacts of climate change.
- Monitor a set of sector policy, document compliance of programs, project appraisal, project implementation, portfolio, and mentoring activities.
- Ensure that sustainability, best engineering practices including high technology and appropriate technology, safety and efficiency, climate change, and gender elements are realistically incorporated in project design for effective implementation.
- Work with borrowers, donor partners, and clients, and provide guidance and assistance in formulating, planning, and preparing high quality documents related to the projects.
- Address issues raised as queries, comments, and suggestions from internal review including from senior management, and address issues raised by direct and indirect stakeholders.
- Establish and maintain a monitoring system, report on project progress, and carry out such administrative tasks as reasonably assigned in consonance with such functions.
Qualifications
You will need:
- Master’s degree or equivalent in transport engineering/planning, transport economics, transport management, public policy, environment, climate change, international development, or other related fields; or University degree in transport engineering/planning, transport economics, transport management, public policy, environment, climate change, international development, or other related fields and at least 5 years specialized experience relevant to the position can be considered.
- At least 10 years of relevant professional experience in the transport sector including international work experience.
- Deep knowledge of the technical, policy and implementation requirements of ADB-financed transport sector decarbonization, relevant to the development issues in Asia.
- Experience in project processing and administration of low-carbon transport projects is preferred.
- Significant expertise within a specific area of ADB’s operations (sector or thematic), or breadth expertise across multiple areas with in-depth knowledge within one area.
- Good understanding and experience in the overall tasks needed in the preparation of investment programs and projects, including project identification and conceptualization, analysis of relevant policies, preparing studies and reports, and coordination with external stakeholders, consultants, and government agencies.
- Good skills and experience in coordinating and working with teams of professionals such as for technical, social, and environmental safeguards, economic assessments, and procurement.
- Excellent written and verbal communication skills in English.
