General description of the position:

Manages and organises the administrative and financial department of the delegation and bases (administration, accounting, financial management) in close collaboration with the Admin, finance coordinator and the HQ. S/he is the direct interface between the delegation and the headquarters and/or field financial partners as regards financial reporting.

S/he is able to make independent decisions and actions in his/her field of activity.

S/he supports and validates the quality of the work done by the teams as regards the Tdh mandate and commitments and international standard

Oversee the management of the programme’s accounts and ensure the cash flow management

·        Ensure the spread, adherence and monitoring of Tdh’s procedures

·        Supervise Tdh monthly and yearly accountancy closing

·        Supervise the filling and follow-up on all accounting documents (bases and coordination office)

·        Review the allocation of expenses on monthly basis

·        Monitor the high quality cash management between the HQ and bases, in accordance with security considerations and program needs

·        Prepare Tdh Treasury forecasts and share with Admin Co for review and validation

·        Assist with the definition of the technical aspects of transporting funds and the regulations pertaining to money storage

·        Ensure money supply to the main office and sites

·        Ensure physical checks of office safes and cash boxes are conducted and check that control measures are followed on site

·        Supervise the drawing up of cash flow forecasts and check for optimal money flow management

 

Providing budget and financial management and the management of the programme’s funding

·        Raise programme teams’ awareness of contractual budget and financial obligations 

·        Train programme teams in internal budget and financial management procedures so as to ensure a realistic budget, accurate expenditure codification and robust budgetary steering

·        Ensure Budget Follow Up are updated and reflecting real and clear forecasts

·        Draw up the annual budget and regular budget revisions prior to presentation to the Admin co

·        Ensure coherency between the programme budget and the donors’ budgets

·        Analyse the programme’s funding gaps and key figures and put forward budget adjustment recommendations and a funding schedule (including the budget revision)

·        Analyse donor guidelines and inform the teams about these procedures and their application

·        In liaison with project managers and technical coordinators, draw up donor funding applications, amendment requests and funding reports

·        Sound the financial alert within the scope of his/her responsibilities

·        Validate the financial aspects of partnership agreements

 

Guarantee compliance with legal framework and donors requirements for Tdh and partners

·        Ensures the respect of legal requirements in the country

·        Responsible for preparing the financial reports to the government

·        Ensures the coherent explanations of Tdh accountancy management to auditors

·        Responsible for yearly statuary audit process

·        Ensure compliance with financial rules in the management of the programme’s main partnerships

·        Ensure partners financial review and capacity building plan if/when needed

·        Manage and facilitate external audits, internal control and fraud prevention

 

Managing the programme’s finance teams

·        Train his/her team

·        Manage and lead the programme’s finance team, fix objectives and assess the staff he/she line-manages

·        Set up communication and coordination mechanisms for his/her team

·        Manage contractual monitoring (leave, end of trial periods, etc.) of direct team members; if necessary, co-validate disciplinary procedures with the admin coordinator

·        Oversee his/her team’s career development: define training needs and provide guidance on professional development

 

Competencies:

  • Professional diploma or university degree in Accounting, Business Administration, Economics or Audit
  • Previous experience with an INGO is mandatory
  • At least 3 years of experience in a similar position
  • Advanced IT knowledge (hardware and software, Microsoft Office, Internet)
  • Knowledge of SAGA

 

Skills :

  • Organized, proactive, autonomous, rigorous, analytical, sense of human relations, diplomacy, communication skills, willingness and motivation to work in an international and intercultural context

 

Languages:

  • Fluent in English (written and spoken)
  • Knowledge of Arabic / Kurdish is an asset
