Position description
Working as a member of OEM, this position will deliver results while working on a wide range of projects including emergency management, continuity of operations, incident response, and crisis management. Additionally, this position will support the Office of International Operations with preparing for and managing emergencies impacting students and employees overseas.

Essential Functions:
- Accomplishes results to meet the requirements of USM policy on Emergency Management by performing technical development of emergency and continuity plans and procedures.
- Creates emergency and continuity plans and procedures in collaboration with others from across UMB departments, schools, and external entities.
- Designs, develops, and delivers trainings and exercises to build and sustain a resilient culture across UMB.
- Contributes to emergency management software system creation and end-user training to enhance emergency management and continuity capabilities.
- Supports the UMB International Operations department and UMB schools, to assess probable risks encountered in the types of activities being undertaken by UMB personnel overseas. Supports development of procedures to assess, mitigate, and respond to those risks. Participates in international crisis incident management.
- Employs tools (e.g., spreadsheets, databases, existing reports) to monitor and track preparedness activities (e.g., rosters, inventorying, etc.). Plans and coordinates daily activities of projects, including monitoring progress towards achieving deadline and quality expectations.
- Serves in the Emergency Manager on-call rotation responsible for performing crisis and emergency management coordination during normal duty and non-duty hours, in accordance with the UMB Emergency Operations Plan. Supports continuity and incident management functions when a disruption impacts UMB. May function independently as incident manager with responsibility to rapidly coordinate emergency support functions during activations.
- Performs other duties as assigned.
Qualifications
Education: Bachelor’s degree. Master’s in a related field preferred.
Experience: Four (4) years of program management experience. Experience in the field of emergency management, continuity of operations, or international relations is preferred.
Certification/Licensure: IS-100, IS-200, IS-700, and IS-800. IS-300, IS-400, Certified Emergency Manager (CEM) or Associate Emergency Manager (AEM), Master Exercise Practitioner, and/or Certified Business Continuity Professional (CBCP) or Associate Business Continuity Professional (ABCP) is preferred.
Other: Clery Act designated job as campus security authorities (CSA) member and will comply with Clery Act requirements.
Except for qualifications established by law, additional related experience and formal education in which one has gained the knowledge, skills, and abilities required for full performance of the work of the job class may be substituted for the education or experience requirement on a year-for-year basis with 30 undergraduate college credits being equivalent to one year of related experience. In instances where specific education and/or experience is required only directly related education and/or experience may be substituted.
Knowledge, Skills, and Abilities:
- Performs excellent critical thinking to understand, analyze, and evaluate complex situations and to develop alternative solutions, conclusions, or approaches. Researches, prepares, and delivers a wide range of briefings, reports, and outreach to communicate important policies and procedures for a variety of audiences to include students, emergency management stakeholders, UMB executive leadership, and community partners.
- Language – English, fluent in a second language is a plus.
- Emergency Planning (Knowledge) – Demonstrated experience applying expert knowledge of emergency management principles, practices, organizations, and procedures. Knowledge of local, regional, state, and federal organizations and available resources and public safety approaches.
- Technology (Knowledge) – Knowledge of general office equipment and personal computers to include word processing, spreadsheet, and related software.
- Customer Service (Knowledge) – Demonstrated experience applying expert knowledge of principles and processes for providing customer service. This includes establishing and meeting quality standards for services, and evaluation of customer satisfaction. Estimates expected time of completion of elements of work and establishes a personal schedule accordingly. Implements work activities in accordance with priorities and estimated schedules. Is able to plan for and meet strategic work objectives for long term success.
- Communication (Ability) – Seasoned ability to communicate complex and technical ideas and proposals effectively so others will understand, to include preparation of reports, schedules, and documentation; includes ability to listen and understand information and ideas presented verbally and in writing.
Hiring Range: $94,000 – $110,000 (Commensurate with education and experience)
