Reporting to the Policy Advisor, Macroeconomics and Global Lead on Care, the Programme Coordinator exercises overall responsibility for planning, implementing, and managing the setting up for the TransformCare initiative. The programme coordinator will be responsible to ensure programme management functions and coordination of other programmatic interventions established within the overall framework of the initiative including the coordination of the of the 3R programme (Global component, the Rwanda and the Senegal projects as well as the financial management of the overall programme). The Programme Coordinator provides overall guidance to the National Coordinators in pathfinder countries on programme management working in close collaboration with colleagues in the Economic Empowerment Global care¯o team, regional offices as well as key partners and stakeholders. The Programme Coordinator is responsible for coordinating the results-based monitoring and reporting.
Duties and Responsibilities:
Coordinate the implementation and management of the 3R programme:
- Coordinate the overall 3R Programme including work plans development, implementation, evaluation and closure according to approved programme document.
- Liaise with the Programme Board, national counterparts, donors, UN Women and partners to ensure the Programme results are achieved and resources are managed.
- Prepare and present work-plans, periodic narrative progress reports and expenditures status reports to the Programme Board and UN Women.
- Provide overall programmatic oversight to ensure timely disbursements of funds, as well as adherence to policies and procedures.
- Coordinate and draft final donor reports and monitor the disbursement of donor funds.
- Coordinate monitoring of annual targets, monitoring of budget implementation and make budget realignments/ revisions, as necessary.
- Convene the Steering Committee/Programme Board, presents implementation status, draft relevant minutes, and report back (as needed).
- Advise on relevant decision points to the attention of partners and ensure timely recording and needed follow up.
- Draft Terms of References and provide support during recruitment of personnel, procurement processes, and partners selection.
- Provide advisory service to the supervisor on UN Women internal programmatic procedures.
- Record and maintain documents on relevant programme activities, issues, and risks, and escalate accordingly to set tolerances.
Set up programme management arrangements and systems for the TransformCare initiative:
- Develop a programme documents and complementary documentation needed for the approval of the Programme Appraisal Committee (PAC).
- Design and implement programme management arrangement of the proposals formulated under the initiative.
- Ensure programme management functions of other programmatic interventions established within the overall framework of the initiative.
- Manage and follow up on partners engagements in support of the initiative.
- Manage and coordinate engagements with country and regional offices to develop and implement programmatic proposals in the framework of the Initiative.
- Desing and coordinate the setting and implementation of monitoring and reporting systems of the Programmes under the initiative.
Build partnerships and support resource mobilization efforts on the TransformCare Initiative:
- Provide technical support to the development of partnerships and resource mobilization strategies within the framework of the TransformCare Initiative.
- Identify potential programmatic areas of cooperation, based on strategic goals of UN Women, country needs and donors’ priorities and develop the relevant partnerships.
- Maintain regular communications with European partners and donors, including the EU Institutions (DG INTPA), identifying potential support for the TransformCare Initiative and synergies with other Projects and programmes supported by them.
- Facilitate the work of the Policy Advisor and the Chief of Section in identifying potential programmatic areas of cooperation, based on donors’ interest, and in line with recent UN-wide approach on transforming care systems, the TransformCare Initiative, the UN Women Strategic Plan and the Economic Empowerment strategy.
- Support the partners engagement plan, facilitating partnership dialogues and monitoring commitments to support the TransformCare Initiative and the scale-up of existing programmatic interventions, such as the 3R programme.
Manage monitoring and reporting on the Programmes:
- Gather and compile all information necessary for monitoring and reporting on the programmes from the planning to the evaluation stages.
- Monitor the implementation of activities and the expenditure of funds, providing technical, programmatic and operational support for timely implementation and monitoring of country-level projects related to the programme, including reviewing, and monitoring of work plans to ensure timely implementation.
- Provide programmatic and technical support to national project coordinators and conduct regular monitoring visits, as required.
- Write annual and quarterly reports; review and coordinate the submission of implementing partner financial and narrative reports.
- Provide inputs from the programme activities and results for Country Offices and/or Regional Offices reporting.
- Establish tracking systems for smooth project planning, implementation, and monitoring, in collaboration with programme stakeholders (if necessary) to facilitate monitoring and reporting.
Manage financial resources of programmes:
- Coordinate development and preparation of financial resources of the Programmes including budgeting and budget revisions, and expenditure tracking and reporting.
- Oversee and monitor the allocation and disbursement of funds to participating partners.
Coordination with national and international partners and other stakeholders:
- Coordinate relationships with the donors, Responsible Partners, Country Offices, and relevant HQ departments to support implementation of the Programmes, raise potential problems and suggest solutions.
- Identify capacity building needs and support partners/country offices to find the relevant technical assistance, coordinate training and capacity development initiatives, as needed.
- Provide guidance to partners on establishment of performance indicators, and monitoring achievement of results.
- Provide inputs to the development of partnerships and resource mobilization strategies at country and regional levels.
Advocate and contribute to knowledge building, visibility, and communication of the Programmes:
- Ensure documentation of programme implementation processes and products, collect and embed lessons learned from previous work.
- Contribute to the exchange of information and knowledge products and lessons learned internally and externally of the programmes, through the Community of Practice and other relevant platforms.
- Liaise and support effective communication with Donor(s).
- Organize global and regional consultations and thematic meetings, advocacy campaigns, events, including facilitation of trainings, workshops.
- Provide substantial input to knowledge products on the care economy, including background notes and talking points.
- Work with the National project Coordinators to identify best practices and lessons learned to guide programme improvement and strategy planning.
- Coordinate programme communication and visibility strategies including through overseeing social and multi-media communications.
Required Skills and Experience:
Education and Certification:
- Master’s degree or equivalent in Social Sciences, Economics, International studies, International Development, gender/women’s studies, or a related field is required.
- A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
- A project/programme management certification (such as PMP®, PRINCE2®, or MSP®) would be an added advantage.
Experience:
- At least 5 years of progressively responsible experience at the international level in complex and multi-country programmes, including programme management and support, with at least 2 related to the thematic area.
- Experience in coordinating, implementing, monitoring, and evaluating development programmes and projects is required.
- Experience in coordinating with different departments and collaborating and supporting field offices is required.
- Work Experience in the UN system and working knowledge of programme and project management in UN Women is desirable.
- Knowledge of UN Women programmatic and operational procedures is desirable.
- Experience in creating and managing a community of practice and in Capacity building initiatives related to programme/Programme management is desirable.
Languages:
- Fluency in English is required.
- Knowledge of the other UN official working language is desirable (French, Arabic, Chinese, Russian or Spanish).
