What we do
The International Committee of the Red Cross (ICRC) works worldwide to provide protection and humanitarian assistance to people affected by conflict and armed violence. We take action in response to emergencies and, at the same time, promote respect for international humanitarian law. We are an independent and neutral organization, and our mandate stems essentially from the Geneva Conventions of 1949. We work closely with National Red Cross and Red Crescent Societies and with their International Federation in order to ensure a concerted, rational and rapid humanitarian response to the needs of the victims of armed conflict or any other situation of internal violence. We direct and coordinate the international activities conducted in these situations.
Purpose
The HR Shared Services is a central administrative delivery function whose purpose is to support ICRC HQ and mobile employees with administrative procedures related to their professional life path within the ICRC. It is comprised of different services such as, HR Administration & Contracts, Global Mobility and other HR Specialists. The HR Shared Service is structured in order to meet the needs for employee hiring, their onboarding, their mission organisation as well as all matters relating to their HR administrative management.
Within the structure of the HR Shared Services, the Global Mobility team provides administrative services at an institutional level. They have the responsibility to organize and coordinate the departure of the field mobile employees, and National Society and other delegation seconded employees to their assignment location once it has been confirmed by the Talent Partners. They ensure consistency of the approach in relation to the different services and stakeholders involved (Visa team, Travel Office, Contracts and Administration team, Staff Health team and the employee). They answer specific questions from the colleagues on any mobility matter. All in line with ICRC policies and Swiss Labour laws.
While being an active member of the team, the Team Leader has to provide leadership, support and guidance to a team of 13 HR Global Mobility Officers. She/he monitors the effectiveness of the team through regular analysis of key performance indicators and service level agreements to ensure the team provide an effective and efficient service.
Relationships
- Internally, interacts with HR staff, including specialized teams at headquarters.
- Externally, interacts with a global network of service provider
Accountabilities & Functional responsibilities
- Plans and organizes the team’s work.
- Processes transactions and carries out administrative work in accordance with procedure.
- Proposes and implements best practice for the HR Global Mobility Processes.
- Optimizes processes and keeps documentation up to date.
- Produces quality reports and evaluates activities against key performance indicators
- Responsible for the day to day management of the HR Global Mobility Team, ensuring delivery of an efficient service in line with ICRC staff rules and regulations, the Staff Bargaining Agreement and Swiss Labour Law.
- Drive teamwork, plan and conduct team meetings that share information, calibrate knowledge and performance, motivate officers to learn and excel.
- Orient newly assigned team members and establish team mentor/buddy.
- Organise staffing, holiday and sick leave.
- Liaise with the GVA team for any issues and propose changes to better service our internal customers.
- Take a more hands on approach to ensure that service levels are maintained at all times.
- Ensure data accuracy by undertaking regular checking and authorisation of the processes undertaken by the Global Mobility team.
- Seek feedback from all internal clients and through local HR teams from the wider organisation, to ensure that the Global Mobility team deliver to required need.
- Seek and implement continuous improvement opportunities to ensure the HR Global Mobility Team maximise service and efficiency at all times.
- Ensure the HR Global Mobility Team maintain excellent working relationships with other Shared Services teams, including the Talent managers, the travel office, the Contracts team, the HRIS team and all HR Expert service providers
- Provide central information support to ICRC mobile employees including maintaining standard letters and documents, and HR information on the intranet.
People management responsibilities
- Understands and supervises the Performance Management & Development (PMD) activities for employees under their supervision
- Makes sure that deadlines for the PMD cycle are met
- Engages in ongoing and continuous feedback and support, particularly for employees under their supervision, but also other staff members
- Organizes regular meetings within their team to ensure optimal coordination of the work and proper flow of information
- Ensures that job descriptions for employees under their supervision are up to date; seeks feedback and support from the HR Department if needed
- Plans and coordinates the annual leave of the employees under their supervision ensuring continuity of the operations throughout the year and making sure that there are no outstanding holiday balances at the end of the year
- Coordinates and supports the employees under their supervision in their personal development by coaching and advising them on internal and external training and development possibilities
Selection Requirements
- University degree in Human Resource Management, Economics, Administration, Information Systems or equivalent
- Good understanding of Compensation and Benefits implementation and administration
- Good command of English; French language skills an asset
- Excellent customer service orientation
- Computer proficiency, including Microsoft suite and working knowledge of HR information systems
- Minimum of 3 to 5 years proven professional experience in HR administration, Compensation and Benefits
- Minimum 3 years’ supervisory experience in a shared services environment
- Knowledge of and experience in HR services, including workflows, processes and key performance indicators
