As an Associate Workplace Management Administrator you will, in compliance with internal controls and guidelines, manage, coordinate and supervise engineering activities for the safe, efficient and economic operation and maintenance of the ADB’s engineering services, including the implementation of assigned technical renovation projects and upgrades.
- Monitor and assist in maintaining the efficient operation of engineering systems and their sub-components, including the centralized air-conditioning system, ventilation system, electrical distribution systems , and water distributions systems, etc. to ensure an energy efficient building performance and optimal comfort for users. Verify such systems’ data and run analytics to identify trends in building performance.
- Provide assistance in the planning, execution, and reporting of the programs related to the technical aspect of workplace transformation as well as the upgrade, improvement and renovation of technical facilities and mechanical and/or electrical engineering equipment in compliance with all required regulations and standards. Verify and implement design review and quality assurance processes for the technical projects and provide timely feedback to project implementation teams.
- Support the quality assurance and quality control (QAQC) process including inspections of the building, engineering systems, and related operational activities, building appearance and quality of workspace to assure business continuity, standards and quality are implemented and maintained in accordance with ADB guidelines and procedures, and the local code followed by staff and users.
- Monitor continuous operation of essential building services and prevent damage to property by making him/herself available for shift duty including holidays and in times of emergencies like storms, civil disturbances, etc. Participate in workplace and organizational resilience programs to avoid disruption to ADB operations.
- Provide technical inputs in the investigation and root-cause analysis of equipment and system outages and failures, restore affected service without delay, and monitor measures to avoid recurrences; assist in coordinating with public utility companies on matters such as service interruptions and other related problems.
- Ensure effective client relationship management, vis-a-vis areas of responsibility, and coordinate prompt responses to queries/complaints/requests for engineering and building services through ADB’s electronic service request platform, and channel as needed to other functional/service owners for their follow up and action.
- Assist in monitoring vendor(s) performance including, regular performance reviews, quality control/assurance, adherence to Planned Preventative Maintenance program, responsiveness to requests, corrective actions, etc. Assist in reviewing service contracts and in preparing Work Performance Statements and Service Level Agreements.
- Coordinate and oversee contractor works’ scope, delivery and schedule on proper implementation of installations, modifications, prevention and corrective maintenance works or other activities associated with building engineering systems. Maintain and evaluate records of maintenance services undertaken on systems and equipment.
- Ensure all conducted works adhere to ADB’s energy, environment, health, and safety management systems (E2HSMS) requirements following ISO standards, including leadership in energy and environmental design (LEED) guidelines.
- Assist in the procurement of goods and services by preparing and verifying purchase requisitions and providing supporting documents to ensure accuracy and efficiency. Conduct regular inventory of equipment, tools, spare parts, and engineering supplies and materials.
- Provide input to reports and correspondence related to the team’s budgets (administrative and capital expenditures) and functional requirements including preparation of periodic accomplishment reports, review of applicable Administrative Orders, audit reports, best practices and other related procedures/guidelines.
- Perform other duties that may be assigned and related to the incumbent’s work plan.
Qualifications:
You will need:
- Bachelor’s degree in Engineering (civil or mechanical) with relevant license (registered or professional)
- Minimum of 5 years of relevant professional experience in Building Engineering and Maintenance Services, and client relationship management within a large organizationSound knowledge of the operation, maintenance, repair and installation requirements of standard building services and equipment, and MS Office software.
- Strong analytical and engineering problem solving skills.
- Ability to analyze procedural, operations and strategic issues and make recommendations to improve effectiveness of the work unit operations and services.
- Knowledgable in national and/or industry workplace safety rules and regulations and able to work in a multicultural environment and the application of Energy, Environment Health and Safety Management System in Building Facilities and Engineering Operation
- Excellent skills in collaboration, coordination, and communication (written and verbal in English) Please refer to the link for ADB Competency Framework for Administrative Staff Level 6.
