Org. Setting and Reporting

This position is located in the Office of the Executive Secretary of the Economic Commission for Europe (UNECE), based in Geneva, Switzerland. The Programme Management Officer reports to the Executive Secretary and coordinates with the Chef de Cabinet in the preparation of engagements. The focus of this position is to support the implementation, monitoring and evaluation of cross-sectoral programmes, operations and other cross-cutting activities related to the UNECE region. This position is temporarily available until 31 December 2024 with possibility of extension. If the selected candidate is a staff member from the United Nations Secretariat, the selection will be administered as a temporary assignment.

Responsibilities

Within delegated authority, the Programme Officer will be responsible for the following duties:

Participates in the development and implementation of assigned cross-sectoral programmes/projects and other cross-cutting, technical cooperation activities within the UNECE region; monitors and analyzes related programme/project development and implementation; reviews relevant documents and reports; identifies problems and issues to be addressed and proposes corrective actions; liaises with relevant parties within UNECE, UN Country Teams as well as key external stakeholders to provide enhanced support to the 17 programme countries of the UNECE region; identifies and tracks follow-up actions. Performs consulting assignments, in collaboration with relevant programmatic focal points, by planning facilitating workshops, through other interactive sessions and assisting in developing the action plan to manage the change. Researches, analyzes and presents information gathered from diverse sources, including on gender, disability inclusion, and building country profiles for each of the 56 member States of the UNECE region. Assists in cross-sectoral policy development, including the review and analysis of issues and trends within the UNECE region, preparation of evaluations or other research activities and studies. Undertakes survey initiatives; designs data collection tools; reviews, analyzes and interprets responses, identifies problems/issues and prepares conclusions. Prepares various written outputs, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications, etc. Provides substantive support to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying participants, preparation of documents and presentations, etc. Undertakes outreach activities with counterparts in other international organizations; conducts training workshops, seminars, etc.; makes presentations on assigned topics/activities. Participates in or lead field missions, including provision of guidance to external consultants, government officials and other parties and drafting mission summaries, etc. Collects and analyzes data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting. Performs other duties as required.

Education

  • Advanced university degree (Master’s degree or equivalent) in business administration, management, international relations, economics or a related field is required. A first-level university degree in the specified fields of study with an additional two years of relevant experience may be accepted in lieu of the advanced university degree. Successful completion of both degree and non-degree programs in data analytics, business analytics or data science programs is an advantage.

Work Experience

  • A minimum of five years of progressively responsible experience in project or programme management, administration or related area is required Two years or more of experience in data analytics or related area is desirable.

Languages

  • English and French are the working languages of the United Nations Secretariat and Russian is a working language of ECE. For the position advertised, fluency in English is required and knowledge of French and Russian desirable.
