Purpose of the position

Under the direct supervision of the Technical Officer (RMNCAH) and guidance from WHO Representative to Myanmar, the National Technical Officer is expected to work in close collaboration with all concerned stakeholders from sexual and Reproductive Health and maternal and under 5 Nutrition to provide technical assistance, capacity strengthening, regular monitoring and ensure timely submission of donor reports.

Major duties and responsibilities

Function 1 (incl. expected results):

Policies, strategies and plans related to sexual and reproductive health, and maternal and under 5 nutrition, achieving results such as:

  • Provide technical support to the RMNCAH Team in WHO Country Office in the implementation of SRH and nutrition related policies, strategies, plans and guidelines• Support the implementation of comprehensive SRH Strategy and nutrition activities related to maternal and under 5 nutrition (Breast feeding, IYCP, Baby friendly initiative etc)

Function 2 (incl. expected results):

Development, Implementation and Monitoring of WHO Biennium Workplan for 2023, achieving results such as:

  • Support the development, implementation and monitoring of WHO Biennium Work plan (2022-23) for SRH and Nutrition
  • Support development of proposals, assist and monitor the implementation of activities
  • Assist national counterparts and concerned stakeholders in research and assessments related to SRH and nutrition and provide technical inputs to the design and implementation of relevant research proposals;
  • Support resource mobilization proposals and implementation of activities funded by UNOPS and other external donors
  • Draft and finalize technical and financial report for submission to donors.

Function 3 (incl. expected results)

  • Adaptation of global and regional WHO guidelines, recommendations and tools, achieving results such as:
  • Support the adaptation of global and regional WHO guidelines, recommendations and tools for implementation of SRH and Nutrition in Myanmar context.
  • Ensure that the national technical guidelines and standard operating procedures on SRH and Nutrition are uniformly used and followed at all levels of health system

FUNCTION 4 (INCL. EXPECTED RESULTS)

Capacity building on SRH and Nutrition and reporting, achieving results such as:

  • Support for various in country trainings/workshops/meetings on SRH and Nutrition
  • Participate at the SRH and Nutrition related meetings, workshops and trainings, as required
  • monthly activity report and end of assignment report to WHO
  • Perform any other work requested by the WHO Representative.

Work relations and partnerships

  • The RMNCAH Team is working with all implementing partners supporting for the health of women, children and adolescents. The incumbent is expected to have working skills in a team and communication skills to manage the partnership. Most importantly the incumbent needs to work closely with the WHO team members and all concerned stakeholders and with UN nutrition network and other nutrition related groups.

Impact of functions

  • The function plays a key role with respect to the clients served through the delivery of technical support on programme planning, budgeting, implementation and monitoring in a collaborative approach.

Qualifications Educational Background

  • Essential: University degree in medicine (MBBS)
  • Desirable: Post graduate degree in public health (or) RMNCAH related fields.

Professional Experience

Essential:

  • At least two years of work experiences in Public Health Programmes
  • At least one year working in the position of coordination role.

Desirable:

  • Extensive professional experience in program implementation, monitoring and supervision
  • Working experience in any UN organization, International Organization, as well as asset.

Language skills

  • Fluency in oral and written English & Myanmar is mandatory.
