Within the framework of the work of the Syrian Center for Media and Freedom of Expression (SCM) in building a society based on respecting and protecting the right to free expression of opinion, and supporting media work and upgrading its, the media and freedom program in the SCM plans to Create and develop a web application to process journalists’ requests

“Development of web application for supporting journalists”

SCM is looking for a programming company/programmer to design and develop a web application to facilitate the processing of journalists’ requests based on the following technical and functional requirements.

Create and develop a web application to process journalists’ requests, the application will perform the following tasks:

• Create and manage user accounts.
• User control panel for personal information and request management.
• Role-based access control with various permission levels.
• Create and submit a request by the user.
• Processing requests submitted by the application administration.
• Sending notifications and emails for all processing steps.
• Create reports on processes and stages.
• Create a control panel to manage the App, including detailed information and numerical statistics.
• Export requests in several formats (PDF, Word, Excel…).
• Create an interface to support application backup.

1. Application Requirements

• User-friendly design with a visually attractive interface.
• Flexible and expandable structure.
• Supporting multimedia content (text, image).
• Responsiveness of the User Interface (flat screen, laptop, mobile, and tablet).
• Multilingual support (User Interface and content) for English, and Arabic.
• High availability and fast loading of all pages and content.
• Comprehensive user communication and notification system.

1. Tasks

The provider will undertake the following key tasks (the list may be subject to expansion):

1. Conduct an assessment in collaboration with SCM staff to identify suitable CMS (or other application) to develop the app, and determine other technical aspects of the project such as support, emailing, human resources, road mapping… etc.
2. After the assessment stage, the provider will submit a comprehensive report detailing:

• The methodology of work and communication
• The development and testing roadmap with clear milestones and timeline
• The CMS, tools & other online services that will be used to achieve the project
• Wireframes and detailed description of features and user interface, including the UI for display of data, and other multimedia (video, audio, images, etc.)
• Description of user categories (admins, visitors, journalists) with their associated permissions (who can do what)

1. Develop and launch the app based on approved requirements/specifications from the assessment report
2. Manage the entire pilot phase (QA, security, and performance testing)
3. Provide technical support and debugging for one year
4. Upload initial materials and content onto the app
5. Develop user manuals (videos, texts…)
6. Train SCM staff on using the App (adding, editing, deleting content)
7. Address the recommendations and comments resulting from pen tests and code audits
8. Finalization, including final quality testing and approval
9. The application source code will be delivered to SCM’s IT dept for further development in the future.
10. Required Experience and documents
11. Proof of work in similar projects that includes:

• Demonstrable experience of at least 3 years in the development and support of similar projects using CMS or other web apps.
• Demonstrate previous projects.
• At least two references from previous work.

1. Methodology: brief summary of about 250 words should be provided when submitting the quotations, including:

• Explain his methodology of development, delivery, and maintenance
• Description of the provider’s methodology of work and experience in developing similar apps.

1. Financial offer including:

• The Financial compensation.
• The validity of the offer (duration- date).

• Being in France is preferable. Online is available.

1. Schedule of Payments:

• The payment will be an “all-inclusive” lump sum for the development, design, and launch of the web app. The payments will be made based on the deliverables.

المركز السوري للإعلام وحرية التعبير مؤسّسة مدنيّة مستقلة غير حكومية وغير ربحية. تعمل على بناء مجتمع يضمن حرية التعبير والاعتقاد وحقوق الإنسان والوصول إلى العدالة. رؤيتها هي عالم ديمقراطي، قائم على العدالة والحريّة والمُساواة، يحترم كرامة الإنسان وحقوقه.

وضمن إطار عمل المركز السوري للإعلام وحرية التعبير (SCM) في بناء مجتمع قائم على احترام وحماية حق التعبير الحر عن الرأي، ودعم العمل الإعلامي ورفع سويته، يخطط برنامج الإعلام والحريات في المركز السوري للإعلام وحرية التعبير إلى إنشاء وتطوير تطبيق ويب لمعالجة طلبات الصحفيين

” تطوير تطبيق ويب لدعم الصحفيين”

وعليه فإن المركز يسعى للتعاقد مع مبرمج/ شركة برمجية لتصميم وتطوير تطبيق ويب لتسهيل معالجة طلبات الصحفيين بناءً على المتطلبات الفنية والوظيفية التالية:

1. المتطلبات:
   1. المتطلبات التقنية:

إنشاء وتطوير تطبيق ويب لمعالجة طلبات الصحفيين ، وسيقوم التطبيق بالمهام التالية :

• إنشاء وإدارة حسابات المستخدمين.

• لوحة تحكم للمستخدم للمعلومات الشخصية وإدارة الطلبات.

• التحكم في الوصول بناءً على الدور مع مستويات صلاحية مختلفة.

• إنشاء وتقديم طلب من قبل المستخدم.

• معالجة الطلبات المقدمة من قبل الإدارة.

• إرسال الإشعارات ورسائل البريد الإلكتروني لجميع خطوات المعالجة.

• إنشاء تقارير عن العمليات والمراحل.

• إنشاء لوحة تحكم لإدارة التطبيق، بما في ذلك المعلومات التفصيلية والإحصائيات الرقمية.

• تصدير الطلبات بعدة صيغ (PDF، Word، Excel) .

• إنشاء واجهة لدعم النسخ الاحتياطي للتطبيق.

  b.احتياجات التطبيق:

• تصميم سهل الاستخدام مع واجهة جذابة بصريا.

• تصميم مرن وقابل للتوسيع.

• يدعم محتوى الوسائط المتعددة (نص، صورة)

• واجهة ملائمة لجميع أجهزة الإخراج (شاشة مسطحة، لابتوب، موبايل، تاب)

• دعم لغات متعددة (واجهة المستخدم والمحتوى) كالعربية والانجليزية.

• توفير تحميل عالي وسريع لجميع الصفحات والمحتوى.

• نظام تواصل وإخطار شامل للمستخدم.

2.المهام المطلوبة:

سيقوم المزود بالمهام الرئيسية التالية (قد تكون القائمة عرضة للتوسيع):

1. إجراء تقييم بالتعاون مع موظفي SCM لتحديد نظام إدارة المحتوى المناسب (أو أي تطبيق آخر) لتطوير التطبيق، وتحديد الجوانب الفنية الأخرى للمشروع مثل الدعم والبريد الإلكتروني والموارد البشرية وخرائط الطريق… إلخ.
2. بعد انتهاء التقييم، سيقدم المزود تقريرًا شاملاً يتضمن التفاصيل التالية:

• منهجية العمل والتواصل
• خارطة طريق التطوير والاختبار مع معالم واضحة وجدول زمني
• نظام إدارة المحتوى والأدوات والخدمات الأخرى عبر الإنترنت التي سيتم استخدامها لتحقيق المشروع
• الإطارات السلكية والوصف التفصيلي للميزات وواجهة المستخدم، بما في ذلك واجهة المستخدم لعرض البيانات والوسائط المتعددة الأخرى (الفيديو والصوت والصور وما إلى ذلك)
• وصف فئات المستخدمين (المسؤولين والزوار والصحفيين) مع الصلاحيات الممنوحة لكل منهم (من يمكنه فعل ماذا).

1. تطوير التطبيق وتشغيله بناءً على المتطلبات/المواصفات المعتمدة من تقرير التقييم.

9.معالجة التوصيات والتعليقات الناتجة عن الاختبار والتجريب وتدقيق التعليمات البرمجية.

10.وضع اللمسات النهائية، بما في ذلك اختبار الجودة النهائية والموافقة عليها

1. سيتم تسليم الكود المصدري للتطبيق إلى قسم تكنولوجيا المعلومات في المركز لمزيد من التطوير في المستقبل

3. المستندات المطلوبة

1. إثبات العمل في مشاريع مماثلة والتي تشمل:

   1. خبرة مثبتة لا تقلعن 3 سنوات في تطوير ودعم مشاريع مماثلة باستخدام (CMS)أو تطبيقات الويب الأخرى.
   2. عرض المشاريع السابقة.
   3. مرجعين على الأقل من الأعمال السابقة.

2. المنهجية: ينبغي تقديم ملخص مختصر لحوالي 250 كلمة عند تقديم عروض الأسعار، بما في ذلك:

   1. شرح منهجيته في التطوير والتسليم والصيانة.
   2. وصف لمنهجية عمل المزود وخبرته في تطوير تطبيقات مماثلة.

3. العرض المالي: ويشمل:

   1. التعويض المالي.
   2. صلاحية العرض( المدة- التاريخ)

   4. معيار التقييم

• خبرة المتقدم (50%)
• المنهجية المقدمة (25%).
• العرض المالي (25%)

5. مكان العمل:

• من الأفضل أن يكون في فرنسا، ويمكن العمل أونلاين.

6. طريقة الدفع:

• سيكون الدفع عبارة عن مبلغ مقطوع “شامل” لتطوير تطبيق الويب وتصميمه وإطلاقه. سيتم سداد المدفوعات على أساس التسليمات.
