ABOUT THE COMPANY:

The Office of Internal Oversight Services (OIOS) is the internal oversight body of the United Nations (UN). The Office assists the Secretary-General in fulfilling his oversight responsibilities in respect of the resources and staff of the Organization through the provision of internal audit, investigation, inspection and evaluation services. The mandate of OIOS is derived from relevant General Assembly resolutions and decisions, including founding resolution 48/218 B of 29 July 1994. The Office exercises operational independence under the authority of the Secretary-General in the conduct of its duties and, in accordance with Article 97 of the Charter, has the authority to initiate, carry out and report on any action which it considers necessary to fulfil its responsibilities. JOB SUMMARY

 

Org. Setting and Reporting
This position is located in the Operational Standards and Support Section (OSSS) in the Investigations Division (ID) of the Office of Internal Oversight Services (OIOS) in New York. The Investigator will be reporting to the Chief of OSSS. The Investigator may be required to travel to remote locations, at times for extended periods, to conduct investigations and provide support as required. OIOS is an independent office reporting to the Secretary-General and the General Assembly. ID follows up on reports of possible violations of rules or regulations, mismanagement, misconduct, waste of resources, sexual harassment, or abuse of authority.
Responsibilities
Within delegated authority, under the supervision of the Chief of the Operational Standards and Support Sections (OSSS), the Investigator will perform the following duties: • Plan, organize and conduct investigations of alleged misconduct, malfeasance, mismanagement, fraud, corruption, waste of resources, or alleged violations of United Nations Regulations and Rules and pertinent administrative issuances, including cases of Sexual Exploitation and Abuse (SEA) and Sexual Harassment. • Establish facts, determine findings and formulate recommendations for corrective measures and related disciplinary and jurisdictional actions. • Draft reports and communications and assist with the review of those drafted by others. • Perform legal research and analysis of evidentiary material gathered for ID/OIOS reports. • Maintain and update ID/OIOS’ guidance material based on applicable best practices and legal developments. • Review policy decisions, monitor their implementation and analyse their legal implications. • Advise on operational implications of United Nations jurisprudence and General Assembly resolutions. • Assist in promoting close cooperation with other Divisions within OIOS and relevant offices and departments within the Secretariat and Field Missions. • Participate in briefing and planning conferences with investigations staff and/or members of ID/OIOS. • Support Intake services, which includes responsibility for the ID/OIOS hotline and initiation of new matters, analyzing jurisdictional authority, undertaking preliminary assessments, recommending disposition of matters, and corresponding and engaging with other offices relating to misconduct allegations implicating United Nations Peacekeepers; • Support a centralized ID/OIOS Referral service, which includes, drafting correspondence and compiling supporting documentation for the referral of a matter to the relevant entity, assessment of proxy investigations, responding to requests regarding a referral matter, and ensuring appropriate follow-up with relevant entity on referral outcome; • Perform administrative functions pertaining to the implementation of policies and procedures. • Collects and analyzes data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting. • Perform other duties as required.

Education
Advanced university degree (Master’s degree or equivalent) in law or a related field is required. A first-level university degree in combination with two additional years of qualifying work experience may be accepted in lieu of the advanced university degree. Successful completion of programs in data analytics, business analytics or data science is an advantage.

Work Experience
A minimum of five years of full-time progressively responsible experience in investigatory work is required. Experience in gathering evidence and its analysis and presentation is required. Experience with international investigation activities is required. Experience with an international or multilateral public institution is desirable. Two years or more of experience in data analytics or related area is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required. Knowledge of another United Nations official language is desirable.
Assessment
Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
