The core mission of the OECD’s Directorate for Financial and Enterprise Affairs (DAF) is to assist markets to fund inclusive economic growth, and in turn Better Lives, through setting and implementing standards, providing capacity building and technical assistance, acting as a forum for co-operation and collaboration across the OECD Directorates, external stakeholders and International Organisations. DAF’s work is structured under two work areas – Conduct and Markets – and its mission is pursued through five substantive divisions whose teams provide member and partner countries with policy guidance, analysis and support in the areas of competition, anti-corruption, corporate affairs, financial affairs and international investment.

The Anti-Corruption Division (ACD) of the Directorate for Financial and Enterprise Affairs (DAF) focuses on the following thematic areas: financial markets, insurance and pensions, financial education and consumer protection, corporate governance and state-owned enterprises.

 

DAF/ACD is looking for a Resource Management Officer to support the Resource Management Advisor of the Division. The chosen candidate will contribute to and support a wide range of duties in the field of budget monitoring and control and human resources under the supervision of the Resource Management Advisor. 

S/he will be responsible for executing the tasks below.

Job Description

Main Responsibilities

 

Budget Monitoring and Financial Control:

 

  • Control financial commitments and expenditures and approval in the relevant systems, in compliance with the OECD Financial Regulations and the directorate internal policies and guidelines:
    • Verify missions commitments and liquidations and invitations for experts, carefully checking for any anomalies, ensuring correct budget lines are input and that the files are in good order verifying the budgets of meetings and ensuring the budget is adhered to
    • Verify procurement requests for intellectual and other external services
    • Assist with editing and translation requests
  • Track budgets to address questions on funds availability at project level;
  • Support the division RMA in the annual closing of the accounts.

 

 

Administration of Voluntary Contributions (VCs):

 

Assist the division RMA with the management of the grants of the Division

 

As necessary, support with the voluntary contributions portfolio as follows:

  • Under the RMA’s supervision, support in the registration of voluntary contributions in Grants Management module and submit them to LEG and PBF via eVC, liaising with Corporate Services and Donors for the acceptance of VCs, with high autonomy on simple offer letters;
  • In cooperation with the division RMA, maintain the budget files for VCs up to date, and audit-ready, especially for expenditures related to EU grants;

Prepare financial reports for donors, ensuring that the relevant narrative reports are prepared in parallel and sent to Donors in a timely manner;

 

Human Resource Management:

 

Contribute to the division’s implementation of HR related procedures, including recruitment of official and non-official staff.

 

  • Assist with recruitment of all staff as necessary, with higher level of autonomy on the recruitment of interns and temporary staff
  • Organize the welcoming and onboarding/orientation of new staff;
  • Keep up to date the staff arrival and departure dashboard for the Directorate and the Division staff dashboard.

 

 

 Other :

 

  • Support on ad-hoc corporate requests
  • Support the Resource Management Advisor as necessary

Qualifications

Ideal Candidate Profile

Academic background

  • Secondary, preferably post-secondary level of education and relevant experience in human resources and financial management.

Professional Background

  • First experience in a similar administrative role with responsibilities related to human resource and financial management, preferably in an international organisation.
  • Good knowledge and understanding of the Organisation’s human resources management procedures, policies and practices or those of another international organisation. Good knowledge of the Organisation’s financial rules and procedures would be an advantage.

Tools

  • Experience with the Organisation’s HR management systems (SmartRecruiters, SEM, SAP HACD) and knowledge of the Organisation’s financial systems (Concur/SAP missions, Invitations, SRM, SRP, BO/OBMR) would be an advantage.
  • Very good knowledge of and experience in the use of Microsoft Office Suite and Teams.

Languages

  • Fluency in one of the two OECD official languages (English and French) and knowledge of the other, with a commitment to reach a good working level.

Contract Duration

One-year fixed term appointment, with possibility of renewal.

Location

  • This role will be based at the OECD in Paris, France.
