- Background/Context
As of April 2023, over one million people have fled the war in Ukraine and crossed into the Republic of Moldova. Some 120,000 individuals remain in the country, according to UNHCR, and it hosts one of the highest number of refugees per capita in Europe. Most are women, children or older people, and a third are under the age of 18. Often considered one of Europe’s poorest economies, Moldova experienced record-high inflation in 2022.
NRC was registered in Moldova in April 2022, with a country office in Chișinău and operations in multiple regions across the country. We implement both directly and through our partners. Our approach prioritizes a partner-led response that builds on the capacity of local civil society actors to deliver programmes and work to support national authorities. Our multi-sectoral portfolio encompasses livelihoods and food security, information, counselling, and legal assistance, Shelter & Settlements, protection from violence, and education programming. As the displacement context in Moldova becomes protracted, we are committed to ensuring that the basic needs of displacement-affected populations are met, prioritizing those with specific needs, and to support individuals on their pathway to self-reliance and durable solutions.
NRC Moldova’s livelihoods portfolio is implemented through local partnerships, with a long-term aim of improving the household economy of the targeted population. To reach this long-term outcome the strategy’s outputs include provision of relevant livelihoods training and support to targeted vulnerable people affected by displacement with the aim of improving their ability to take part in decent employment and business market (self-employment).
As part of the localization priorities, NRC Moldova fosters partnerships with diverse actors, invests in thematic and institutional capacity strengthening of local actors and encourages cohesive coordination for addressing humanitarian needs and create opportunities/pathways for sustainability of initiatives and organizations
- Generic Responsibilities
The following is a brief description of the role:
- Update the existing NRC Moldova Livelihoods and Food Security Core Competency strategy, as well as technical guidance and Macro LFAs that are aligned with regional and global strategies and priorities, as required.
- Coordinate and manage LFS Core Competency project implementation (activities, budget and project documentation) in line with proposals, strategies and donor requirements and in close collaboration with the implementing partners.
- Overall management of Livelihoods Core Competency project staff.
- Ensure compliance with and adherence of LFS programs to NRC policies, guidance and procedures.
- Contribute to fundraising, develop and revise funding proposal, budgets and donor reports with support of Programme Support Unit.
- Lead the implementation of the 2023-26 Moldova Livelihood programme strategy (including plan of actions) to ensure the response in addressing the protracted needs of refugees while in displacement, with a particular focus on self-reliance and pathways towards durable solutions.
- Promote integrated programming initiatives (with other core competencies) through systematic planning and cooperation in line with the NRC Programme Policy.
- Identify innovative strategic partnerships with local actors including civil society and relevant authorities, to address the specific needs of people affected by displacement and promote the development and inclusion of diverse partnerships with local actors to support advocacy, implementation and programming relevant to the Core Competency.
- Contribute to the strengthening of the position of NRC in Moldova through active role in coordination bodies relevant to the refugee livelihoods, including the Livelihoods and Inclusion Working Group.
- Ensure that the Livelihoods strategy and programming adopts a market-based approach and explore opportunities to better leverage program components that not only use existing and functional local market systems, but also support & strengthen them as well as possibly change and develop them wherever possible, relevant and appropriate. In particular, consider how market-based approaches could be adopted and adapted in support of Livelihoods objectives for Ukrainian refugee settings.
- Professional Competencies
- Minimum 6 years of experience from a senior level project implementation position in a humanitarian/recovery context, with team management responsibility.
- Experience from working in complex and volatile contexts.
- Technical expertise in emergency and longer-term livelihood programming including cash-based programming.
- Experience working in Economic Security and Recovery programming.
- Experience in designing and implementing innovative market-driven income-generation activities in both urban and rural contexts.
- Experience establishing innovative partnerships with external actors, including local partnerships.
- Experience working with “community driven recovery and development” methodologies.
- Conversant with programme issues in humanitarian settings (especially education, shelter) and integrated programming.
- Knowledge of and experience in the Ukraine displacement response is preferred.
- Masters/Bachelors degree in a relevant subject (Economics or international development, etc.).
