PROJECT BACKGROUND
GGGI has a diverse portfolio of programs in developing countries around the world. These in-country programs, together with global products and services, focus on delivering results through an integrated approach of evidence-based green growth planning and implementation aligned to countries’ development priorities. The organization also focuses on knowledge development and management activities that build a strong theoretical and empirical basis for green growth, while providing concrete options and guidance for policymakers; as well as building the conditions for public and private green infrastructure investments.
GGGI is a global leader in enabling climate finance and has pioneering programs in establishing national financial vehicles for green finance, issuing climate and thematic social bonds, debt for nature swaps, establishing a carbon transactions platform, and other innovative approaches to financing the green transition. GGGI is in the process of expanding its adaptation and resilience portfolio and is increasing support to its members, in particular to rapidly developing lower and middle-income nations through the provision of different types and strategies for accelerating adaptation finance. To do this, GGGI is seeking global experts in adaptation finance and financing nature to support the design and development of innovative approaches to adaptation and nature-related finance.
OBJECTIVES OF THE ASSIGNMENT
This assignment is for a nature-based financing and or adaptation financing specialist to help GGGI to provide enhanced policy and investment advisory services, through developing innovative financing approaches. On one hand the support pertains to analytical components of a flagship publication that is being led by GGGI’s Resilience Community of Practice, the other support relates to the development of innovative financing instruments and approaches that are currently under development by GGGI’s team.
One objective of this support consists of looking at diversifying the ways in which adaptation and related financing streams of conservation, biodiversity and loss and damage financing are be tapped into, in particular looking at synergistic opportunities from the ways in which these ‘markets’ are governed and exploited. This would be to help governments more clearly design enabling environments that align various scales and types of financing so that outcomes for adaptation, and other related climate finance needs are maximized.
GGGI is pursuing efforts to design investment vehicles and approaches that accelerate climate finance, in particular to compliment and strengthen the current global climate finance architecture. Support for this design and development effort will be the second component of this consultancy. The consultant will work closely with GGGI’s Resilience Community of Practice team to build innovative financial model(s) and incorporate them into a GGGI publication.
Finally, GGGI is developing some partnerships with IFIs. This assignment will support the development and design of a project concept that can leverage the findings of this assignment to design a blended-financing facility to support climate change adaptation investments.
DELIVERABLES AND PAYMENT SCHEDULE
This consultant hired for this position will be asked to deliver the following components, each of which relates to different final products.
Within the first week of contracting, the consultant will deliver a detailed workplan for the core three technical deliverables of this consultancy. This workplan will be reviewed and agreed together with GGGI.
D1) Design and develop a simple financial model that enables the estimation of the Nature-related financing potential in GGGI member countries, based on i) Macroeconomic structure of the country, ii) The presence of policy and enabling environment measures in favour of investments in nature, iii) Climate vulnerability country and its key sectors iv) other key considerations such as monitoring systems. This will be a core component of the flagship publication on the valuing of nature.
D2) Based on this model and its findings, provide one written chapter, co-authored with GGGI staff, on the analysis and assessment of GGGI’s natural capital and nature valuation financing work, benchmarking analysis against other market-based mechanisms, and providing recommendations for the structuring of the new vehicle. This will also be part of the flagship publication on the valuing of nature.
D3) Work with GGGI colleagues to develop a concept for a blended financing facility that supports climate adaptation financing across Central and East Asia. This project concept is expected to utilize the findings of the financial model developed in D1 and D2 to enable financing for climate change adaptation.
The revision and finalized delivery of all aforementioned deliverables will be completed and submitted to GGGI by November 30th, 2024.

- All outputs must be in English. In addition, the Consultant may be required to submit the outputs in other languages.
- Final report must be approved by the GGGI. The Consultant shall consider the comments and necessary revisions proposed.
- The consultant will deliver to GGGI the necessary methodological reports, spreadsheets, and data to enable the understanding and replication of financial modeling conducted as part of this assignment.
EDUCATIONAL QUALIFICATION AND EXPERTISE
- A Master degree in finance, sustainable finance, climate change and policy, economics, natural resource management, or related fields (a Ph.D. would be considered an asset)
- At least 8+ years of relevant experience in finance, sustainable finance, climate change and policy, economics, natural resource management, or related fields.
- Fluency in English and excellent writing skills are required
- Experience in financial and economic modeling, particularly in the fields of climate finance and/or environmental economics
- Experience designing and implementing innovative financial mechanisms
- Experience working internationally including in the global south
- Total contract value will be up to 25 Thousand United States Dollars (USD 25,000)
