Position description

This position is part of the U.S. International Development Finance Corporation (DFC), Office of Development Policy (ODP), Development Impact Division. As an Impact Management Specialist, you will be responsible for identifying, collecting, and analyzing qualitative and quantitative data to assess and document the development impact of projects seeking DFC support and projects in DFC’s portfolio.

Major Duties:

  • Analyzes expected development impacts of proposed DFC projects prior to commitment and provides recommendations on how to maximize development impact, including attending screening meetings and engaging with investment and client teams during due diligence.
  • Develops the impact score for projects by identifying appropriate metrics to capture the potential positive social and environmental impact of each project, following DFC’s Impact Quotient (IQ) methodology and guidelines, informed by research and client-level information.
  • Drafts quality written documents, as well oral talking points and presentations, outlining finding and recommendations regarding impact.
  • Provides insights into the ongoing monitoring of projects, including reviewing DFC’s impact reporting requirements and conducting site visits with the objective of helping to identify whether projects are on/off track in accomplishing key impact outcomes, and provides recommendations for adjustments where needed.
  • Provides development impact analytical support to intra- and inter-departmental meetings.

Qualifications

Applicants must meet all eligibility and qualification requirements no later than the closing date of this announcement.

You may qualify at the GS-11 level, if you fulfill one of the following qualification requirements:

A. One year of specialized experience equivalent to the GS-09 grade level in the Federal service that demonstrates your ability to conduct impact, macro-economic, or Environmental, Social and Governance (ESG) analysis or research to inform international development, impact investments, and/or international finance projects.

OR

B. A Ph.D. or equivalent doctoral degree; or 3 full years of progressively higher level graduate education leading to such a degree; or possession of a LL.M. degree, if related. Graduate level education must demonstrate the competencies necessary to do the work of the position;

OR

C. A combination of education and experience as listed above.

Stipulations of Employment: Selection may require completion of a 1-year probationary period.
