Field-based contract – 12 months (Renewable)

To fulfill its mission of assistance to victims of conflicts, epidemics or natural disasters, MSF Switzerland has created an Emergency Pool, of which, members are experienced individuals capable of evaluating a situation, opening, closing, and coordinating emergency projects. The post of Emergency PMR reports to the Project Coordinator at field level.

The successful candidate is expected to:

  • Work in all contexts set by the Emergency cell (Ecell)
  • Have the flexibility to work in different positions depending on your profile
  • Work in emergency contexts in collaboration with regular cells
  • Fill gaps in regular projects if/when needed

Duty Station

All countries where the emergency desk opens activities, which require an urgent response.

On call, as Emergency PMR you should be available within 48 hours for rapid and short interventions. You will be part of a core group of medicals, para-medicals, and support staff responsible for responding to:

  • Epidemic outbreaks
  • Nutritional crises
  • Displaced populations and/or refugees’ camps
  • Conflict contexts
  • Natural disasters
  • Exploratory missions
  • Short gaps filling in the field on regular missions

Job Description (but not limited to)

  • Implementation of and participation in exploratory missions and evaluations
  • Organization and implementation of the medical activities in a first aid/health post, a health center or a hospital
  • Identification and management of the tools, resources and means necessary for the implementation of an emergency intervention
  • Data collection, analysis, and reporting to the Medical Coordination
  • Coordination and supervision of the emergency medical staff in the project
  • Training, supervision, coaching and evaluation of the IMS and LHS to improve the medical components of the project and ensuring compliance with MSF protocols and standards as well as MoH protocols
  • Providing curative care and if necessary, carrying out duties in any medical structures from a district or from a refugee camp until having national counterparts
  • With the Medical Coordinator, planning, organizing, and developing together with the emergency team, the medical care in a district, a refugee camp, a hospital, a health center or a feeding center, in order to improve the quality of the medical care, while taking into account the existing health care policy and the on-going programs
  • Assessing the need for medicines and medical materials in a district/refugee camp/setting and organizing the ordering, the management, and the use in collaboration with the Medical Coordinator
  • Identification of health risks in the field for the emergency team and elaboration of a strategy to reduce these risks
  • In case of epidemics, setup, and supervision of the emergency outbreak response, including case management, in collaboration with the national healthcare personnel, and organization and implementation of vaccination activities as required
  • You can be asked to intervene within the framework of certain MSF trainings and to take part in local, national, and international meetings

Your Profile

Required:

  • 24 months of field experience (including 6 months in a PMR role or similar position) and at least one mission in an emergency context
  • World-recognized medical diploma or world-recognized paramedical diploma in nursing or midwifery
  • Capacity to quickly evaluate an emergency on ground and to propose an appropriate medical strategy of intervention
  • General knowledge of MSF in emergency management
  • Proven management skills with emphasis on team-leadership/human resources
  • Knowledge and experience in security management in insecure contexts
  • Commitment to the aims and values of MSF
  • A flexible and solution-oriented mentality and the ability to be decisive in chaotic circumstances
  • Proven skills in negotiation, diplomacy, and decision-making skills
  • Experience in supervising, coaching and training
  • Ability to work under very basic conditions and diagnose without technical diagnostic equipment
  • Capacity to work in a volatile, insecure context and deal with stress
  • Fluency in both French and English is essential

Preferred:

  • MSF experience
  • Experienced in emergency room
  • PSP training

Desirable:

  • Ability to work as part of a multi-cultural and multi-disciplinary team
  • Availability, flexibility, mobility
  • Knowledge of another language (Arabic, Kiswahili, Spanish or Portuguese)

Terms of Employment

  • Field-based contract, fixed-term for one year, renewable.
  • Duration of the direct interventions in the field: from 6 weeks to 3 months (certain flexibility is asked in case of needs)
  • Per-diem, accommodation, travel arrangements, visa requirement will be taken in charge from MSF and in the field during your assignments.
