Background

The United Nations Office on Drug and Crime (UNODC) provides technical assistance related to combating terrorism, organized crime, corruption and drugs to requesting Member States. This assistance also supports States Strengthening criminal justice and health systems and to ratify and successfully implement international conventions and protocols, in compliance with the rule of law and human rights. The UNODC Global Maritime Crime Programme (GMCP) supports member states stregthern maritime law enforcement capability to counter illicit activity at sea.

In the Southeast Asian region, GMCP delivers support under five pillars of engagement

(i) Strengthen Regional Cooperation,

(ii) Capacity Building to Improve Maritime Law Enforcement,

(iii) Induction of MDA Technology and Infrastructure,

(iv) Support Implementation of UNSC Sanctions Relating Maritime Issues, and

(v) Action on Maritime Environmental Crime and Climate Change. Under the direct supervision of the Global Maritime Crime Programme (GMCP) Regional Programme Coordinator for Southeast Asia and the Pacific in Bangkok, the incumbent will be responsible for the general management and implementation of GMCP activities in Malaysia, in accordance with UNODC rules and regulations.

In implementing the programme, the National Programme Officer will work in close collaboration with other UNODC programme officers, financial and administrative staff, technical advisors and experts, government officials, and other relevant stakeholders. The NPO may also receive and act on requests for assistance from other UNODC initiatives having activities in Southeast Asia and the Pacific.

Duties and Responsibilities

The incumbent will fulfill the following tasks;

A) Ensures implementation of programme strategies focusing on achievement of the following results:

• Contribute to the planning, implementation, management and delivery of technical assistance activities in the areas of Maritime Crime which includes strengthening regional cooperation, capacity-building and introduction of new technology to enhance maritime law enforcement capability in Malaysia. In addition, provide guidance and direction for wider criminal justice initiatives, as needed, in accordance with the overall UNODC strategies and priorities, and in close collaboration with the local counterparts.

• Assist the Regional Programme Coordinator and oversee planning, budgeting, implementation and monitoring of the assigned programme activities in Malaysia.

• Coordinate and liaise closely with government counterparts, mainly maritime stakeholder agencies and other key stakeholders, including UN entities and other international and regional organizations, civil society, and the private sector, when appropriate and as necessary, for the effective organization and delivery of technical assistance and capacity-building activities related to the maritime crime programme.

• Contribute to the participation of needs assessment mission and in substantive discussions with the counterparts and local authorities to the development of technical assistance proposals.

• Contribute to overall supervision and guidance on inter-agency coordination initiatives such as maritime coordination Standard Operating Procedures (SOPs), maritime domain awareness dissemination platform and maritime trafficking routes. Ensure effective implementation of UNODC standard operating procedures and conduct effective monitoring of performance, as well as timely production of results.

• Provide oversight and report to the Regional Programme Coordinator on all GMCP initiatives in Malaysia, including the oversight of GMCP assigned staff, consultants and office/admin-related responsibilities.

• Ensure effective implementation of UNODC programming activities and conduct effective monitoring of performance, as well as timely production of results.

• Analyze and research information on donors, prepare substantive briefs on possible areas of cooperation, identify opportunities for initiation of new projects, and substantively contribute to Country office resource mobilization efforts.

• Contribute to the preparation of written outputs that relate to the implementation of the initiative under the incumbent’s purview, such as background and research papers, evaluation reports, mission reports, briefings and presentations.

• Oversee the preparation of information materials (brochures, website, posters, etc.) in support of the GMCP and disseminate GMCP-related materials to governments, NGOs and the general public;

• Contribute to UNODC’s input to various national planning instruments, such as the Medium-Term National Development Plan and the UN Sustainable Development Cooperation Framework; and

• Perform other duties, as required

Required Skills and Experience

Education: Master’s degree in law, international maritime law, criminology, international relations or other relevant disciplines with four years of relevant professional experience or a Bachelor’s degree in the same areas with six years of relevant professional experience is required. 

Experience:

• Minimum of six (6) years of work experience for bachelor’s degree or four (4) years of work experience for master’s degree holders in delivering programming related to maritime crime and maritime law enforcement is required.

• Experience in managing development programmes based on results-based management and hands-on experience in programme monitoring, evaluation and reporting for documentation of programme results and impact is desirable.

• Knowledge in and understanding of regional maritime crime issues and experience in direct support to regional coordination forums engaging with maritime law enforcement is desirable.

• Knowledge of UN/UNODC rules and procedures in relation to programme implementation, administration and reporting is desirable.

• Experience in the usage of computers and office software packages (MS Word, Excel, etc.) is required. Language Requirements:

• Fluency in English and Malay is required

• Working knowledge of other UN language desirable Other:

• Good inter-personal skills;

• High sense of responsibility for achievement of successful programme outputs fulfilling success criteria and donor requirements.
