JOB SUMMARY

 

OBJECTIVES OF THE PROGRAMME

Eradicationof polio from Afghanistan and certification of its eradication.

DESCRIPTION OF DUTIES

The incumbent performs the following duties:Provide guidance and advice to the Polio Medical Officer in managing financial, administrative, and human resources related issues,ensuring effective implementation.Manage the budget and finance of the polio eradication programme and develop innovative approaches to financial management developing new best practices of financial resources for efficient implementation of the programme.Optimize payment of goods and services, particularly the Direct Disbursement Mechanism (DDM), to pay frontline health workers for polio eradication activities.

Oversee, control, and certify the overall compliance and allocation of financial resources for the polio programme through the use of the GSM oracle system and other financial tools, providing financial reports, data, and statistics in accordance with the financial rules and regulations.Analyze and interpret financial data, while providing advice and guidance on financial administration to managers and staff.Coordinate the implementation of work plan activities ensuring objectives and priorities are met and on track.Coordinate and provide strategic advice on the administration of Human Resources activities linked to overall recruitment, screening of applicants, reassignment of staff, contract administration, entitlements, and other HR related activities.Organize the administrative functions of the office and oversee the effective work of the administrative support team to ensure effective administrative support.Manage the administrative support and overall administrative services including procurement of goods and services, travel, communications, and information technology needs of the office, and local service requirements.Coordinate and plan the administrative running of various conferences, workshops and meetings for the office.Build a network of external service providers to ensure the execution of administrative services for the polio eradication programme.Work closely with the Field Security Officer and coordinate with the United Nations Departmentof Safety and Security (UNDSS) and Regional Field Security Officer to ensure the Minimum Operating Security Standards (MOSS) compliance, timely report on security related incidents, disseminate security and travel advisory information and arrange security briefings and training of staff.

REQUIRED QUALIFICATIONS

Education

Essential: An Advanced university degree (Master’slevel) in Business Administration, Management, Human Resources or related field
Desirable: .

Experience

Essential: A minimum of seven years’ work experience (with international exposure) in managing administration, implementing budget and finance, human resources and logistics services for a programme.

Experience managing teams.

Experience using Enterprise Resource Planning Oracle systems or similar packages.
Desirable: Experience working in an international organization.

Skills

Concrete knowledgeand expertise in accounting, budget,and finance.Concrete skills in the managing and implementing administrative processes.Strong skills and understanding in the area human resources.Strong managerial skills.Strong skills in utilizing Enterprise Resource PlanningOracle systems or similar packages.Strong computer skills in office applications including excel, power point, and word.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars.

The remuneration for the above position comprises an annual base salary starting at USD 77,326 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 3119 per month for the duty station indicated above.

Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
