Introduction

The Joint United Nations Programme (JP) “Modern and Adaptive Social Protection and Skills Development Systems for Transforming Indonesia” funded by the UN Joint SDG Fund brings three UN agencies (ILO, UNICEF and UNDP) together to support the Government of Indonesia (GoI) to implement its national roadmap for the Global Accelerator on Jobs and Social Protection for Just Transitions. This support will be delivered over 24 months by producing results linked to (i) improved integrated social protection system backed by a social registry, (ii) strengthened and expanded inclusive social, care, and labour services especially for the Most Vulnerable, (iii) equal and extensive skill Development for everyone, and (iv) strengthened adaptability for just transition, while building on taking to scale successful UN programmes.

Reporting Lines

The Project Management Unit (PMU) for the above project will be hosted in the ILO Country Office (CO) for Indonesia and Timor-Leste.  The PMU   will be led by a National Project Coordinator (NPC) with the support of a designated communication Officer. The PMU will undertake daily management, with regular meetings (leveraging travel and technology) to drive cross-programme cohesion and timely implementation. PMU will also maintain a programme management dashboard to monitor updates and progress on both outcome and output level milestones. The PMU will also undertake other non-technical operations functions such as finance, administration, communication, reporting and other support functions.

  • The NPC has the authority to run the project on a day-to-day basis and will report to the Head of the ILO CO for Indonesia and Timor-Leste while performing his/her duties in consultation and coordination with the designated focal point in the other two participating UN agencies.
  • The NPC is responsible for making day-to-day decisions on project implementation and ensuring the achievement of the project results (outputs) as defined in the approved project document and the annual work plans through timely implementation and quality monitoring.
  • The NPC will work in close collaboration with programme and operations units in the ILO CO, technical advisors, experts, Government officials, UN agencies, multi-lateral and bi-lateral donors and civil society, as well as with ILO Regional Office and Headquarter units to successfully implement the Modern and Adaptive Social Protection and Skills Development Systems for Transforming Indonesia Programme.
  • The incumbent is expected to exercise full compliance with ILO programming, financial, procurement and administrative rules, regulations, policies and strategies, as well as implementation of effective internal control systems.

Description of Duties

Ensure effective management of the “Modern and Adaptive Social Protection and Skills Development Systems for Transforming Indonesia” programme including planning, implementation, monitoring and evaluation of the project’s activities in accordance with the policies, programme strategies, programme guidelines, while applying administrative and financial procedures of ILO and country/action programmes, including the Joint SDG Fund regulations for project management.

  • Ensure effective monitoring of project performance, and the preparation of high-quality and results-oriented progress reports on the status of the Project’s implementation and coordinate with concerned tripartite and other partners in the country, and relevant UN agencies to ensure strong sustainability of the outputs.
  • Consult with the project steering committee and the technical working groups on the roadmap for the Global Accelerator on Jobs and Social Protection for Just Transitions and ensure their constant commitment. 
  • Administer resources from all sources of funds, prepare budget estimates and expenditure forecasts by analysing and monitoring the situation of resources as compared to planned activities, and make recommendations for remedial action.
  • Contribute to the development or adjustment of training materials, particularly by providing information and recommendations on the local context and challenges.
  • Follow-up with the regional office and the country office, executing agencies, government offices, constituents, and other organizations to expedite implementation and meet targets.
  • Participate in the organization and facilitation of conferences, workshops, seminars, training sessions, consultative meetings, webinars, and other relevant activities in close collaboration with technical specialists, project technical officers and the main project partners and beneficiaries.
  • Review and analyse country-specific development plans and priorities, data, reports, and other relevant information.
  • Provide inputs for developing country operations plans for overall compliance with regional and global strategic priorities as well as with programming instructions.
  • Conduct basic research and analysis, and draft reports and presentations for situation analyses at the national level.
  • Mobilize goods and services and other project inputs, including preparing ToRs for expert consultants, in consultation and collaboration with relevant technical experts from involved UN agencies.
  • Prepare briefs periodical reports and statistical data and contribute to the production of training and advocacy material in English and Bahasa Indonesia.
  • Translate into Bahasa Indonesia and/or English, as appropriate, and/or edit the translation of technical material, new releases, official correspondence, statements, speeches, and other documents.
  • Perform other relevant duties as assigned.

Required qualifications

Education

  • At minimum, University degree (Bachelor’s or equivalent) in a field relevant to the job.

Experience

  • A minimum of three years of relevant professional work experience at the national level, preferably in programme and/or project planning, monitoring, implementation, evaluation of activities and topics related to social protection and/or skills development, technical and vocational education and training [TVET], economics, and social research.
  • Work experience in collaborating with governments, workers’ and employers’ organizations, civil society, UN agencies, and other stakeholders will be an advantage.

Languages

  • Excellent command of English and Bahasa Indonesia.
