1. Background

Shamba Shield is an innovative initiative aimed at enhancing the resilience and productivity of smallholder farmers through a bundle of financial and agro-advisory services. To expand the impact of Shamba Shield, we seek the services of a consultant/consulting firm to develop a comprehensive scaling strategy. This strategy will be divided into two key workstreams: stakeholder mapping and the development of the scaling strategy, including alignment with potential donors and their requirements.

2. Objective

The primary objective of this assignment is to create a robust scaling strategy for Shamba Shield that ensures sustainable growth and wider adoption. This involves mapping existing and potential stakeholders and aligning the strategy with the requirements of potential donors.

3. Scope of Work

The consultant will be responsible for the following tasks:

Workstream A: Stakeholder Mapping

  1. Identify Potential Partners:

    • Identify and map potential partners across various sectors, including financial institutions, NGOs, government bodies, and private sector entities.
    • Evaluate the potential contributions and interests of these partners in the context of scaling Shamba Shield.
  2. Stakeholder Analysis:

    • Conduct a thorough analysis to understand the motivations, expectations, and concerns of potential stakeholders.
    • Identify synergies and areas for collaboration that can enhance the effectiveness of the scaling strategy.
  3. Engagement Plan:

    • Develop a stakeholder engagement plan outlining strategies to build and maintain strong relationships with key stakeholders. This may include supporting the project team with workshop or proposal development engagement exercises.

Workstream B: Scaling Strategy Development

  1. Alignment with Donor Requirements:

    • Identify potential donors and funding sources that align with the goals and activities of Shamba Shield.
    • Analyze the requirements and priorities of these donors to ensure alignment with the scaling strategy.
  2. Strategy Formulation:

    • Develop a detailed scaling strategy that outlines the approach for expanding Shamba Shield to new regions and beneficiaries, including key elements for a funding proposal.

4. Deliverables

  1. Stakeholder Mapping Report:

    • A comprehensive report detailing the existing and potential stakeholders, their roles, and an engagement plan.
  2. Scaling Strategy Document:

    • A detailed strategy document outlining the approach for scaling Shamba Shield, including alignment with donor requirements, sustainability plan, risk management, and monitoring and evaluation framework (including theory of change).
    • A proposal boilerplate.

5. Duration of Assignment

The assignment is expected to take 4 months from the date of contract signing.

Proposals will be evaluated based on the following criteria:

  1. Understanding of the assignment (20%)
  2. Methodology and work Plan (30%)
  3. Relevant experience (30%)
  4. Financial proposal (20%)
