Organizational Setting
- The Food and Agriculture Organization of the United Nations (FAO) contributes to the achievement of the 2030 Agenda through the FAO Strategic Framework by supporting the transformation to MORE efficient, inclusive, resilient, and sustainable agrifood systems, for better production, better nutrition, a better environment, and a better life, leaving no one behind.
- FAO Representation in Sierra Leone implements an integrated food security programme, focusing on diversification of livelihoods, managing natural resources and building resilience. The Office employs a diverse team of experts locally, but also attracts the available technical experts from the region and the headquarters. FAO works in close partnership with the Government of Sierra Leone, farmers and other stakeholders, supporting plans and policies that affect the food and nutrition security in the country; our work is a part of the corporate commitment to support countries to achieve the Sustainable Development Goals (SDGs) by 2030, especially SDG 2 on Zero Hunger.
- The post is located in the FAO Representation in Freetown, Sierra Leone.
Reporting Lines
- The Assistant FAO Representative (Administration) reports to the FAO Representative.
Technical Focus
- Programme administration and financial management, including accounting and personnel administration.
Key Results
- Effective and efficient provision of administrative support to programme and project activities of the FAO Representation.
Key Functions
- Provides support in the areas of administration, finance and budgetary control.
- Maintains all financial records and monitoring systems of the office and assists with monitoring of various accounts; supervises and/or maintains imprest accounts; ensures that operational expenditures are in accordance with approved budgets and that all committing documents are complete and consistent; and reports variations from budgets.
- Supervises the administrative team, assisting with organizing and/or retrieving, entering, selecting and analysing data from a wide variety of sources, including FAO’s corporate systems.
- Prepares financial and administrative correspondence for the office, including the processing of payments in accordance with established rules; maintains a filing system; and ensures that an appropriate paper trail with key documentation is archived.
- Assists with the preparation of recurring reports on programme, project and office accounts; provides support in the preparation of reports for budget planning, audits and other related requests; and liaises with local banks and financial institutions.
- Monitors the receipt of Government contributions and ensures that all procurement and custom clearances for programmes, projects and the office are properly requested and obtained.
- Ensures the compliance with the Organization’s security guidelines (Minimum Operational Security Standards – MOSS).

Minimum Requirements
- National of the country of assignment.
- Advanced university degree in a field related to business or public administration.
- One year of relevant experience in office management, administration, accounting and/or audit, budget or finance.
- Working knowledge (proficient – level C) of English.
- Working knowledge (proficient – level C) of the local.

The Environmental & Social Policy and Risk Department (CES) serves as the guardian of IFC Environmental and Social (E&S) policies and standards (for more information, visit https://www.ifc.org/en/what-we-do/sector-expertise/sustainability/policies-and-standards). The department is responsible for providing independent E&S expertise, advice, guidance, and review of E&S risk management across the Corporation. In addition, CES provides global support to IFC’s regional E&S teams, embedded in operations. This support includes assistance with project-level stakeholder engagement and grievance response, E&S knowledge sharing and training, and the development and implementation of E&S systems and tools. IFC operates in a complex and dynamic environment and recognizes the important role that civil society organizations (CSOs) and other stakeholders play in advancing socially and environmentally responsible development. IFC is committed to proactive problem-solving and response to stakeholder complaints and concerns related to the E&S impacts of IFC’s investments.  CES is looking for a highly motivated development professional to join the Stakeholder Engagement and Grievance Response (SEGR) team. The successful candidate will work closely with IFC’s Regional Departments and E&S, Industry, Communications & Outreach, and Legal teams to support regional and project-level CSO engagement, facilitate implementation of the Compliance Advisor Ombudsman (CAO) policy, and manage effective grievance resolution for project-affected communities. Duties and Accountabilities  •  Lead engagement and project support to enhance IFC’s responsiveness to stakeholder concerns, including E&S complaints brought to the IFC’s independent accountability mechanism, the CAO, or received directly by IFC (Direct Complaints), and concerns raised by CSOs. Advise project teams, and IFC clients on complainant engagement and contribute to problem-solving and complaint resolution. Strengthen IFC’s relationship with CSOs, fostering dialogue and building support for IFC’s operations and key institutional priorities. •  Liaise with CAO teams and support regional teams in the timely preparation and implementation of IFC’s responses to CAO cases. Advise teams based on case precedent and lessons learned.  •  Guide IFC teams through the Direct Complaints process, facilitating complainant engagement and early and proactive response to E&S complaints received directly by IFC. •  Support project teams in identifying CSO engagement opportunities and monitoring potential E&S CSO related risks in projects throughout the project life cycle and promote constructive CSO relationship management in projects, including through the development and implementation of CSO engagement plans. •  Proactively engage across departments to mainstream stakeholder engagement and grievance response within IFC. •  Develop and deliver regular progress reports, training, guidance materials, and lessons learned to IFC staff and management. Create and implement support tools for clients on grievance response and CSO engagement methods and strategies. Selection Criteria •  Master’s degree in social/environmental sciences, international development, international relations, policy/public affairs, human rights, dispute/conflict resolution or other relevant discipline. •  Minimum of 5 years of relevant professional experience related to E&S risk assessment and management, social or community development, stakeholder engagement, grievance response, independent accountability mechanisms, dispute resolution, or CSO/community engagement. •  Familiarity with IFC’s Sustainability Framework or equivalent. •  Pragmatic, problem-solving orientation with a high degree of responsiveness and proactivity. Creative and self-motivated. •  Ability to think strategically and rapidly analyze and synthesize diverse information from varied sources, and to learn, adapt, and be innovative in response to new risks or opportunities.  •  Exemplary project management and organizational skills and ability to manage multiple tasks under tight deadlines.
