Org. Setting and Reporting
The Department of Operational Support (DOS) was established to provide end-to-end operational support, advisory services, and other solutions to operational entities across the Secretariat, including departments, offices away from headquarters, field missions, and regional commissions. DSA oversees a range of specialized or cross-cutting operational capacities. A large part of its responsibilities are to support start-up, surge, transition and liquidation requirements and to exercise authority on behalf of entities to which authority has not been granted owing to a lack of capacity or from which authority has been temporarily withdrawn. The Support Partnership Service (SPS) is a dedicated support partnership capacity within DOS to coordinate and maintain bilateral and trilateral relationships with key partners, such as regional organizations, other United Nations actors and governments, for the receipt or provision of operational support from or to Secretariat entities. The Programme Officer will report to the Senior Programme Officer or Service Chief.
Responsibilities
Within delegated authority, the Programme Officer will be responsible for the following duties:
- Develops, implements and evaluates assigned programmes/projects, etc.; monitors and analyzes programme/project development and implementation; reviews relevant documents and reports; identifies problems and issues to be addressed and initiates corrective actions; liaises with relevant parties; ensures follow-up actions.
- Coordinates and maintains relationships with key partners outside the United Nations Secretariat, including regional organizations, other Untied Nations actors and governments, for the receipt or provision of operational support from or to Secretariat entities.
- Researches, analyzes and presents information gathered from diverse sources.
- Coordinates policy development, including the review and analysis of issues and trends, preparation of evaluations or other research activities and studies.
- Generates survey initiatives; designs data collection tools; reviews, analyzes and interprets responses, identify problems/issues and prepares conclusions.
- Organizes and prepares written outputs, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications, etc.
- Provides support to briefings and discussions with both internal and external partners by organizing meetings, developing agenda topics, preparing notes, maintaining records of all decisions and follow-up actions, manages classification and documentation of information management platforms.
- Coordinates activities for SPS in the areas of policy, finance, budget, and human and physical resources.
- Performs other duties as required.
Education
- An Advanced university degree (Master’s degree or equivalent degree) in business administration, management, economics or a related field is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. Successful completion of both degree and non-degree programs in data analytics, business analytics or data science programs is an advantage.
Work Experience
- A minimum of seven years of progressively responsible experience in project or programme management, administration, logistics or related area is required.
- Experience providing strategic support to partnerships in an international organization is required.
- Experience drafting concept papers, policy documents, project summaries, and background papers is required.
- Experience in reviewing and updating multi-stakeholder agreements is required.
- Experience in documenting best practices and lessons learned is desirable.
- Experience in resource mobilization is desirable.
- A minimum of one year of experience in a United Nations field mission or other similar field operations is desirable.
Languages
- English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of another official United Nations language is an advantage.
