How can you make a difference? 

Under the supervision of the Chief of Education, undertake a situational analysis of IE and develop a Systemwide Strategy to improve Inclusive Education in Timor-Leste.

 

WORK ASSIGNMENT:

Phase 1

1. Support the inception report with methodology and approach, work plan, and annotated outline of the review of existing inclusive education policies and guidelines. 

2. Support the drafting of the report with a review of existing inclusive education policies and guidelines to ensure compliance with the Disability Action Plan and the UNCRPD. (15 days together with the assignment no. 1)

3. Support the finalization of the review of existing inclusive education policies and guidelines to ensure compliance with the Disability Action Plan and the UNCRPD reviewed and approved by the Ministry of Education and UNICEF (10 days)

4.  Support the mapping report of current inclusive education interventions and services (10 days)

Phase 2

5.  Draft systemic strategy and M&E framework (20 days)

6.  Finalize systemic strategy and M&E framework reviewed and approved by the Ministry of Education and UNICEF (15 days)

 

DELIVERABLES:

1Inception report with details methodology developed

2. First draft of the review of existing inclusive education policies

3.  Final draft of the review of existing inclusive education policies and guidelines

4.  Mapping report

5.  Systematic strategy and M&E framework drafted

6.  Systematic strategy and M&E framework validated and finalized based on feedback from MoE.

To qualify as an advocate for every child you will have… 

  • Bachelor’s degree in education, M&E, Social Science, or other relevant field

  • Extensive proven experience in developing M&E frameworks and strategic action plans for inclusive education programmes, projects, and policies.

  • Experience of supporting inclusive education in Timor-Leste and demonstrated understanding of the context for development of Inclusive Education in Timor-Leste an advantage.
  • Experience in conducting inclusive education research, data gathering activities, and stakeholder consultations in low-income settings.
  • Strong communication and interpersonal skills and experience in facilitating multi-stakeholder consultations with key education stakeholders.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws. 

The selected candidate is solely responsible to ensure that the health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
