Arbeiter-Samariter-Bund (ASB) – the Workers’ Samaritan Federation – is a German aid and welfare organisation, engaged in areas such as civil protection, rescue services and social welfare services. As a non-political and non-denominational organisation, ASB has, since its foundation in 1888, represented continuity and reliability.

Since August 2014, ASB established its own office in Dohuk and recently implemented projects in the sectors health, WASH, protection and livelihood for IDPs, refugees and host communities, valued at € 15 million.

ASB expanded its presence to all governorate of Iraq, in 2017, opening one office in Baghdad and offices in Anbar and Salah ad-Din governorate, increasing the portfolio of its programs to effectively satisfy the immediate needs of thousands of beneficiaries while responding to the developmental plan of the country.

Funded by the German Development Cooperation (BMZ), the objective of the project “Improving the availability of gender-sensitive primary health care services for the population by strengthening health structures in Salah ad-Din, Iraq” (Project No. IRK2003) is to strengthen the national health care system and provision of sufficient and equitable health services to the communities with concentration on health service development.

The incumbent will assist ASB to achieve the project objectives.

Type of contract: Fixed, short Duration

Closing date: 25th August 2024

Duration: Until 31.12.2024, with the possibility of extension.

Duty Station: Salah ad-Din governorate, ASB Field Office Baiji with frequent travel to Tikrit and Shirqat.

Position Objectives:

The Health and Protection Officer Salah ad Din contributes to the achievement of the project objectives for the project “Improving the availability of gender-sensitive primary health care services for the population by strengthening health structures in Salah ad Din, Iraq”, ASB project number IRK2003.

Reporting Relationships:

The Health and Protection Officer Salah ad Din reports to Health and Protection Program Manager (HPM).

Responsibilities & tasks:

Under direct supervision of the Health and Protection Program Manager (HPM) the incumbent is required to achieve the following tasks:

  • Carry out need assessments and reviews in communities to determine development interventions that are required.
  • Ensure availability of qualitative and quantitative Health & Protection data and information for input into ASB reports.
  • Build capacity of volunteers, communities, Government partners and other partners in Health & Protection issues.
  • Participate in children mapping and monitoring processes in communities to ensure participation of children and their families in health activities.
  • Ensure implementation of Audit and Risk Assessment recommendations in Health & Protection projects and their impact.
  • Facilitate and report (weekly, quarterly and annually) on Health & Protection activities, outputs and outcomes in the served communities.
  • Ensure representation of ASB office at District and Regional events related to Health & Protection where ASB is invited and report on them to the Health and Protection Program Manager.
  • Maintains contacts database and arranges meetings with external stakeholders.
  • Accompanies and supports the HPM in internal and external meetings and field visits.
  • Represents the Health and Protection Program Manager in external and internal meetings.
  • Monitors and reports on health-related issues relevant to the activities of the Health Project.
  • Gathers and compiles health data and statistics and writes minutes of workshops and meetings.
  • Monitors storage, expiry dates of medical stocks and follows-up on ASB donations (maximum 6 months before expiry dates) in cooperation with the HPM.
  • Knows, applies and complies with all the administrative procedures linked to his work (financial and HR such as appraisals, time reporting, budget follow up, etc.).
  • Prepares adequate administrative and financial documentation necessary for implementation of assigned tasks for approval by the Health and Protection Program Manager and to be forwarded to ASB Admin/Finance department in Duhok.
  • Registers and treats information (general and specific) accurately and with confidentiality.
  • Translation of program-related documents.
  • Updating lists and tables on different platforms/software.
  • Monitoring daily PHC work and inventory of the 3 health centers in Salah ad-Din governorate.
  • Coordination with project partner Janat Al Frdaws for BMZ health project IRK2003.
  • Any other tasks as directed by the Health and Protection Program Manager (HPM).

Qualifications & Preferred Skills

Minimum required knowledge & experience: 

  • University degree in health-related discipline.
  • 3-5 years’ experience in public health sector or in INGO/NGO in health, and in implementing health programs/projects, coordination and monitoring.
  • Good knowledge of Health legislations in Iraq, and in coordination and communication with line agencies, Governmental Health institution and NGOs/INGOs.
  • Previous experience working in the district and Regions targeted by the project.
  • Good computer skills (word, excel, power point).,
  • Ability to analyze information, evaluate options and to think and plan strategically.
  • Ability to work under stress and within tight deadlines.
  • Ability to drive and possess a valid driving license.
  • Iraqi national (from Central Iraq) with excellent command of written and spoken Arabic & English.
  • The applicant should submit a non-objection letter from DoH (or relevant governmental entities) stating that the applicant is allowed to work with international NGOs and a proof that the candidate is, or is not, contracted by the government (this is related to the social security and taxes).
