JOB CONTEXT:

HI has missions in 60 countries, 7 of them in Latin America.

On the continent, HI is present in Bolivia, Colombia, Cuba, Ecuador, Haiti, Peru and Venezuela, implementing projects at national and regional level.

As part of our strategy, we are also looking into operations in Central America (Costa Rica, El Salvador, Guatemala, Honduras, Panama). The projects implemented by HI or through its partners in Latin America are organised along three axes: (i) health (mental health and psycho-social support, rehabilitation, sexual and reproductive health and rights, protection against gender-based violence), (ii) protection (protection against violence, inclusive risk management, humanitarian demining and integrated mine action, mine risk education, victim assistance, conflict transformation); (iii) inclusive education and sustainable livelihoods (inclusive education, economic and financial inclusion).

YOUR MISSION:

Responsibility 1: Control tower: Monitor the implementation of HI strategies and policies

  • Ensure that internal checklists are designed and used by each department for regular internal control / spot checks during visits to countries, in coordination with the Regional Managers and the relevant HQ referents.Monitor the implementation of HI global policies (PSEAH, child protection, fraud and bribery, mandatory cross-cutting approaches, etc.)
  • Propose and Organise Change Management.
  • Alert the RD or other relevant services in case of problems and contribute to problem identification and recommend actions to be taken
  • Coordinate and support the implementation of internal investigations on specific PSEAH, fraud, or HR abuse cases, when required by the RD.
  • Make sure ARCIs are done according to organigramme and facilitate its update
  • Formalize the monitoring by feeding relevant dashboards
  • Facilitate the green team as the responsible person.
  • Support the RD in controlling and producing adequate and reliable reporting

Responsibility 2: Capacity builder: Contribute to capacity improvement

  • Contribute to deployment and capacity building with regards to project management, operations management, emergency response (in close link with Emergency Division), partnerships
  • Contribute to identification of needs in terms of skills development and setting priorities in capacity building( with HR,3I and DFI Divisions)
  • Contribute to trainings on prioritized operational topics (provide inputs on training components, contribute to facilitation of trainings…)
  • Can be a mentor for senior operational staff (Area Managers, Operations Managers, CMs, etc.)
  • Can be a coach for new regional positions of HI, working methodology, stakes, global strategies, etc.
  • Contribute to recruitments of senior operational staff, he/she therefore should contribute systematically to recruitment and annual assessment of these positions.
  • Promote organisational culture together with training, education, training and communications services; etc.

Responsibility 3 : Emergency Preparedness and Response

  • Lead the definition and the implementation of the regional REACT action plan at regional level, in close coordination with the concerned Regional Managers
  • Contribute to improving practices and frameworks on emergency response and partnerships
  • Maintain a humanitarian alert system at regional level to support regional and national preparedness.
  • Support the Country Managers in the definition and implementation of each country’s REACT action plan
  • Support the Country Managers in the definition and implementation of emergency responses in their country
  • Ensure the required coordination and information-sharing with all concerned HQ departments during emergency responses
  • Responsible for MPMs follow up at regional level.
  • Acts as Emergency Operations Manager, temporary support to Country Manager, or other senior management role during the initial stages of an emergency, in support to the CM and the country team (as per specific delegation by the CM).

Responsibility 4: Coordination with internal stakeholders

  • Support the Regional Director on the Operational Strategy (StratOp) elaboration, animating contacts with HQ interlocutors (inputs), monitor deadlines and retro planning (including all related documents), provide feedback on strategic views for the program.In case KPIs are set for the areas and department strategy monitor them with the relevant manager.
  • Collective construction and capitalisation of regional knowledge (factsheets, infographics, videos, positioning, HI experiences) in collaboration with the SMT.
  • Facilitate on an agreed regular basis relevant communication and coordination amongst referents for the headquarter (INFO OPETECH) if the space is maintained. Facilitate, when a referent in HQ is not clearly identified, communication and coordination amongst referents for the regional program.
  • Animate regular or ad hoc information and coordination meetings
  • Ensure appropriate share of information, clarity of roles and responsibilities and alert the RD if needed
  • Represent the regional program in internal global meetings, when requested by the RD or during his absences, if agreed upon.
  • Supports the RD in the organization of regular coordination meetings and of the annual workshop for the regional program.
  • Receive the actions derived from the working group on O2 and AGD as part of the responsibilities decentralized to the role.

Responsibility 5: Management (short-term)

  • Replaces a Country Manager (CM) during their absence (when no other resource is available at country level) or ensures gap filling (as per standard CM Job Description)
  • On an ad-hoc basis, acts on behalf of the Regional Director (RD) on certain subjects in his absence, if decided upon with the RD.

Colombia/Peru : 11 days/year

  • Position:
  • Unaccompanied:
  • Payment for travel costs (air ticket & visa) and transport of your personal effects;
  • Mission of more than 12 months: a child allowance of 100€ per month, per child
  • open to couples:
  • Support travel costs (air ticket & visa) for accompanying dependent and health/ repatriation insurance if the dependent has no income;
  • Payment of one yearly additional return flight;
  • open to families in Peru/Honduras or Colombia only: Family package:
  • a child allowance of 100€ per month, per child (from the second child) paid in the field;
  • Contribution to school registration fees for children over 3 years;
  • Family-wide health coverage;
  • Payment for travel costs (air ticket & visa) and transport of your personal effects;
  • Housing: Individual taken in charge by HI

Requirements

  • You have 10 years of experience in positions of relevant operational responsibility.
  • Proven experience in methodological support to project design and management
  • Planning and management
  • Risk management (safeguarding of beneficiaries, security, finance, donors, etc…)
  • Objectives and contents of the transformation projects (simplification, leading change)
  • Written and oral communication in Spanish and French or English
  • Management and leadership of multi-cultural and multi-sector programs
