TITLE: ENUMERATOR / DATA COLLECTOR

TEAM/PROGRAMME:

LOCATION: Kenema, Kono, Kailahun, Pujehun, Portloko, Moyamba, Karene, Bombali, Tonkolili, Falaba, Koinadugu, Kambia, Bo, Bonthe, Western Rural & Western Area Urban

CHILD SAFEGUARDING:

Level 2: either the post holder will have access to personal data about children and/or young people as part of their work; or the post holder will be working in a ‘regulated’ position (accountant, barrister, solicitor, legal executive); therefore, a police check will be required (at ‘standard’ level in the UK or equivalent in other countries).

ROLE PURPOSE:

Save the Children International is seeking to recruit eligible Sierra Leonean qualified to become enumerators/data collectors that will be in the poll to be contacted for research, survey, assessment, and evaluation when the need arises.

Eligible candidates will be recruited across all districts to be put into the poll and will be called up when the need arises to carry out surveys, research, assessments, and evaluations. This role holder will work closely with the Monitoring Evaluation Accountability and Learning department of Save the Children International.

SCOPE OF ROLE:

Role Dimensions: This role holder will work closely with the Monitoring Evaluation Accountability and Learning department of Save the Children International.

The enumerators will be called based on the need/demand of the projects for data collection and required to work in hard-to-reach communities.

ANNUAL GROSS SALARY LEVEL:

Enumerators are not permanent employees of SCI but will benefit from stipend and other related allowances based on assigned tasks. Offer will be based on experience and financial availability. SCI offers a competitive benefits package outside of salary). Allowances paid are aligned to statutory tax requirement.

KEY AREAS OF ACCOUNTABILITY: Enumerators will be accountable to the communities, the partners, hiring organization, and the direct line manager.

The job description contains a variety of functions and roles including:

  • Attend training sessions, in digitalization, qualitative and quantitative research methods and procedures
  • Read and understand the research/ study /assessment/ evaluation questionnaire/ tool/ guide and manual/ protocol carefully and understand them thoroughly. If any part of the instruction is not clear, ask your trainer for clarification.
  • Understand the research/ study /assessment/ evaluation sample frame, size and selected respondents
  • Participate in pretesting of questionnaire/ tool/ guide and provide feedback to be refined
  • Get in touch with respondents in their home or office by mail, phone, or in person in case of, Key Informant Interviews (KII), in depth and household interview.
  • Support mobilization of respondents in case of focus group discussion
  • Administer informed consent and assent from respondents before data collection.
  • Effectively administer questionnaire/ tool/ guide to appropriate respondents including demographic data such as name, age, religious preference, address, and state of residency etc.
  • Pay attention to evidence including observation to triangulate findings.
  • Guide respondents to respond to questions in case of participatory methodology especially children.
  • Support Key Informant Interviews (KII), respondents to fill out the questionnaire where required.
  • Gather, record, and encode information from a survey.
  • Review data gathered from an interview to check if they are complete and accurate.
  • Recognize and give an account of problems in obtaining data.
  • Submit completed tasks to a supervisor and discuss developments daily including uploading of data.
  • Participate in debriefing session to provide feedback on successes and challenges.
  • Respond to data issues during data cleaning and analysis when required.
  • Uphold all SCI policies such as safeguarding, fraud, anti – harassment, safety and security etc.
  • Distribute items to respondents as and when required such as refreshment or transport refund.
  • In the case that a digital device is handed over to the enumerators for data collection, accountability is an optimum requirement.
  • Record any feedback given to them in the community during the data collection for the attention of SCI and encourage beneficiaries to use the 922 lines.

QUALIFICATIONS

  • Completed West Africa Senior Secondary School Examination (WASSCE)
  • A high school diploma or certificate in data collection or survey is an added advantage

EXPERIENCE AND SKILLS

  • Work experience on related surveys and research.
  • Experience in using digitalization for data collection ie Kobo, ODK, Comm-CARE, Ackvoflow and M-water, etc…
  • Ability to pay full attention to what others are saying, understand the points being made, and ask appropriate questions.
  • Excellent written and oral communication skills
  • Must possess an analytical and probing skill
  • Expertise to enter, transcribe, record, sort or maintain data in written or electronic forms
  • Physical stamina
