UNICEF Ethiopia is implementing a 5-year country programme 2020-2025 which is fully aligned with the UNSDCF. UNICEF will work collaboratively within the UNSDCF on a joint strategy to strengthen national systems for data collection, analysis, monitoring and applying adjustments to promote equity. Evidence will be used to monitor the situation of children, tracking progress towards equity and scale, and to inform advocacy to adjust policies, strategies and budgets. Monitoring and corrective actions will be undertaken through UNICEF staff, partners and third-party monitoring, and through mechanisms for community feedback and accountability to affected populations.

Context
In response to the need for health personnel across various regions, , the Emergency Section has initiated collaboration with prioritized regions to identify medical or public health professionals to be recruited as UN Volunteers for a period of six months initially, trained in Addis across a range of topics (integrated Health, Nutrition, WASH) and following training, deploying to field offices to provide on-site support. Upon completion of the initial contract period, the candidates will be subjected to a performance evaluation. Following a successful outcome, the contracts may be extended, and the candidates will be placed in their regions of origin to expand upon their support to realizing UNICEF outcomes through integrated programming approach.

Task description
The primary objective of this initiative is to strengthen community-level health, nutrition, and water, sanitation, and hygiene (WASH), child protection and education services in Ethiopia by locally recruiting, training up and deploying skilled and dedicated UN Volunteers to their regions of origin. These volunteers will work closely with local communities, regional bureaus, civil society and more to improve outcomes in these areas and help to enhance community and system resilience.

The Community Resilience Program Officer will be responsible for the following:
Community Outreach and Sensitization
• Conduct awareness campaigns on health, nutrition, WASH practices, and outbreak control.
• Engage with local leaders, schools, and women’s groups to promote behavior change.
• Facilitate workshops and training on hygiene management, infant nutrition, and health practices.
• Empower communities to take ownership of their health and well-being through capacity-building activities.

Data Collection, Analysis, and Reporting
• Regularly collect data on nutrition status, WASH infrastructure, and health indicators.
• Conduct field surveys and assessments to gather quantitative and qualitative information.
• Analyze data to identify trends and emerging needs.
• Compile and submit reports to support evidence-based decision-making and program adjustments.

Program Implementation Support
• Assist in planning and coordinating field activities.
• Participate in the distribution of supplies and logistical management.
• Collaborate with local partners to ensure smooth program implementation.
• Support the training of local partners and beneficiaries to enhance local capacity.

Emergency Preparedness and Response Contribution
• Participate in developing and implementing emergency response plans.
• Support rapid response actions during epidemics or natural disasters.
• Assess immediate needs of affected communities and contribute to intervention planning.

Monitoring and Evaluation
• Conduct monitoring visits to assess implementation of activities and adherence to standards.
• Analyze feedback from beneficiaries to improve program approaches.
• Document best practices and lessons learned for future interventions.

Eligibility criteria
Age
18 – 80

Nationality
Candidate must be a national or legal resident of the country of assignment.

Requirements
Required experience
3 years of experience in community-level health, nutrition, and water, sanitation, and hygiene (WASH), child protection and education services in both development and emergencies may be considered as a replacement for formal qualifications for an advanced level;
• At least 2 years progressively responsible humanitarian and development work experience including in emergencies with UN Agencies and/or INGOs will have any
added advantage.
• Previous experience in Community based programme coordination.
• Familiarity and experience working with government counterparts.
• Strong knowledge and experience in establishing coordination architecture especially at zone and woreda levels.
• Training/experience in emergency response and management highly desirable.
• Familiarity with national and SPHERE standards for application in emergency setting is an asset.
• Experience in working with beneficiaries/communities in participatory process.
