Organizational Setting
The Infrastructure Services (CSLI) within the Logistics Services Division (CSL) are responsible for the maintenance of the headquarters premises and for providing services to FAO employees. CSLI also assists FAO Decentralized Offices in facilities maintenance, technical projects, infrastructure activities and technically innovative systems to reduce their carbon footprint. Furthermore, CSLI coordinates the special safety projects funded by the Government of Italy, which involves upgrading the headquarters buildings to the current safety norms. In addition, it drives the implementation of the Corporate Environmental Responsibility Strategy within headquarters and Decentralized Offices.
The post is located in the Corporate Logistics and Operational Support Team of the Infrastructure Services (CSLI) within the Logistics Services Division (CSL) at FAO headquarters, Rome, Italy.
Reporting Lines
The Facilities Management Officer reports to a senior Facilities Management Officer.
Technical Focus
Support the maintenance of headquarters’ projects related to facilities management.
Key Results
Supports programmes/projects for the administration of physical operations and contributes to the safety of the Organization’s staff and premises.
Key Functions
• Support the maintenance of FAO headquarters facilities, including both civil and technical infrastructure, performed by CSLI staff and external contractors.
• Support the planning and implementation of major maintenance works to be performed either by FAO staff and contractors or by the Italian authorities, owners of the FAO headquarters premises.
• Contribute to the design and cost estimate of infrastructural projects to maintain and increase the efficiency of FAO facilities and monitor the execution of works.
• Contribute to the certification of the quality and quantity of all the construction works and materials related to the maintenance or new construction projects under the team responsibility, implementing efficient tracking tools.
• Prepare technical specifications and tender documents for construction works, maintenance activities and other related services planned in the premises.
• Monitor contractors’ performance and progress of the works using modern and complex project management tools.
• Assist the Facilities Management Officer in the preparation of the payment schedule for the construction projects, including high value and complex projects.
• Conduct research and develop innovative proposals to adopt new construction materials and technologies in the FAO projects. Contribute to implementation plans with FAO staff and/or contractors to achieve value engineering and cost savings.
• Support initiatives under the Organization’s work on Corporate Environmental Responsibility to reduce emissions, increase efficiency and integrate sustainability into the Organization’s daily operations.
• Perform other related duties as required.
CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING
Minimum Requirements
• Advanced university degree in civil engineering, architecture or related fields.
• Three years of relevant experience in facilities management, including maintenance contracts.
• Working knowledge (proficient – level C) of English and limited knowledge (intermediate – level B) of one of the other official FAO languages (Arabic, Chinese, French, Russian or Spanish).

Technical/Functional Skills
• Extent and relevance of experience in supporting facilities management-related activities, maintenance and construction activities for very large office premises, in particular in Italy.
• Extent and relevance of experience with the international facilities management environment, including knowledge of relevant laws also in the field of Work Safety and Security.
• Knowledge of procurement of outsourced facilities management services.
• Knowledge of the UN system rules, policies and regulations related to procurement of outsourced facilities management is considered an asset.
• Working knowledge (proficient – level C) of Italian is considered a strong asset.
• Work experience in more than one location or area of work, particularly in field positions, is considered an asset.
