Location: Iraq- Based in Erbil at Ministry of Education Office

The IM will be providing one month support to the Ministry of Education (MoE) KRI developing a comprehensive PISA assessment tool followed by database and dashboard.

The detailed tasks, activity engagement and expected deliverables from the IM are indicated in the Roles/Responsibilities and Output/Deliverables section below.

 

Purpose

Save the Children Iraq seeks the support of a service provider to provide technical support the MoE KRI to develop a digital tool of the assessment followed by database and dashboard. The Officer will be responsible for digitalization of assessment tools, data cleaning, data entry, analysis and development of dashboard.

 

Education

Bachelor’s degree in information management, Computer Science, Information Technology, or related field.

 

Languages:

The applicants should be able to speak, read and write fluently English and Kurdish

Qualifications & Preferred Skills

Skills

Technical Skills:

  • Proficiency in information management software and databases (e.g., SQL, MS Access, ERP systems).
  • Strong understanding of data governance, data quality, and data lifecycle management.
  • Knowledge of data visualization tools (e.g., Tableau, Power BI).
  • Familiarity with programming languages (e.g., Python, R) for data analysis and manipulation.
  • Understanding of cybersecurity principles and best practices.

Analytical Skills:

  • Strong analytical and problem-solving skills.
  • Ability to interpret complex data sets and present findings clearly.

 

Experience

  • Minimum of 3-5 years of experience in information management, data analysis, IT management, or a related field.
  • Experience working with information management systems, databases, and data analysis tools.
  • Experience in project management and leading information management projects.
  • Experience in the education sector.

 

Key Roles/Responsibilities and Expected Outputs/Deliverables

The contracted individual is expected to work closely with the MoE KRI – directory of planning department and save the children.

  • Read carefully the PISA assessment requirement.
  • Develop digital tools to be uploaded/deployed into PISA.
  • Sampling
  • Support with data collection as needed.
  • Coding all data collected according to PISA coding manual.
  • Cleaning of data collected.
  • Data analysis.
  • Development of dashboard.
  • Ability to extract reports and presentation from Dashboard.
  • Adress all feedback of MoE and work closely with the focal point.
  • Ensure smooth handover is done and proper training for the MoE staff.
