The International Committee of the Red Cross (ICRC) is a neutral and independent international humanitarian organization, which assists and protects victims of armed conflicts and other situations of violence. The ICRC is currently looking for staff for its support operations in Iraq.

Job Title: Economic Security Generalist 3 (Livelihood Program Manager)
Level: B3
Duty Station: Iraq – Nasiriyah Sub-Delegation
Reports to: Deputy Head of Sub-Delegation
Duration of Contract: One-year fixed-term contract with the possibility of renewal to an open-ended contract. For internal candidates, this contract may be open-ended based on your existing contract status.

Objective:
The Livelihood Program Manager (Economic Security Generalist 3) designs, plans, implements, and monitors the ICRC’s Livelihood programmes in line with the country’s strategy, under supervision and with limited coaching and support from his/her hierarchical superior. Under the direct supervision of the Deputy Head of Sub-Delegation (DHoSD) and with technical support from the Economic Security Coordinator
ACCOUNTABILITIES AND RESPONSIBILITIES:
- Based on an analysis of the livelihoods of the targeted population, identifies response options and assesses whether cash or in-kind aid is more appropriate and feasible.
- Designs and implements Agro, livestock, and livelihood interventions in communities affected by the Climate Change.
- Design a suitable method for registering beneficiaries.
- Ensures proper methods, planning, implementation, logistics, and reporting are used during aid distribution and can explain them.
- Integrates best practices in terms of accountability to beneficiaries throughout the program-cycle design.
- Analyses data collected using the household economy approach to identify economic security gaps and develop scenarios.
- Performs mid-level qualitative and quantitative data analysis.
- Describes results and produces data visualizations.
- Maintains a network of interlocutors (members of the population, community leaders, local authorities, NGOs, etc.)
- Is able to lead community needs assessments by engaging with stakeholders and beneficiaries to collect relevant information during focus group discussions, key informant interviews, and household visits.
- Establishes/maintains good relationships with the IRCS representatives in the field (branch secretary, volunteers, etc.)
- Takes part in expanding or strengthening the Sub-delegation’s network of contacts among the population, the local authorities, and/or other stakeholders.
- Contributes to organizing and delivering capacity-building activities and contributes to internal reporting.
- Supervises, coaches, guides, supports, and appraises one livelihood officer.
Qualifications & Preferred Skills
Education and Professional Experience required:
- University degree in economics, anthropology, veterinary science, nutrition, public health, or considerable experience in the humanitarian field.
- Ideally 6 years overall professional experience, including 3-5 years’ experience in a similar field of activity.
- Excellent computer literacy, and good knowledge of Microsoft Office Suite.
- Fluent command of English and Arabic.
- Has keys analytical skills.
Proven leadership and teamwork skills.
